The centralized authorization has become an effective means to solve the risk mana gement and improve the operation efficiency of the bank.The postal savings bank Shan Dong branch operation center as a centralized authorization background of more than 100 businesses in the province,such as the company,personal and credit,has established a complete business process system in just three years,and has completed all kinds of aut horized tasks efficiently.But we should see all of the bank financial business into focus after authorization while improving work efficiency and quality of customer service,but also means that the concentration of risk concentration,and if not,attaches great import ance to comprehensive planning,formulate effective measures,will bring huge risks.Al though the center has a relatively complete risk control system,which has guaranteed no accident cases for three consecutive years,there are still many urgent problems to be so lved in the actual operation.This paper focuses on the analysis,interviews,access to information and other met hods,the status of the risk management of postal savings bank ShanDong branch operat ion center are analyzed,pointing out the problems:one is the center of no system layout in risk management.No effective supervision mechanism for risk management activitie s;the two is the risk of cultural construction is not perfect,the lack of self-discipline and heteronomy mechanism;three is not pay attention to the training of risk management p ersonnel four risk identification is too extensive,not easy to see the form,there is no cle ar division of responsibility;the five is in the assessment of risks,the evaluation method is simple,credibility is not high,do not stand in the height of the center of the formatio n of overall general results;six measures is single,the effect is not Strong and weak,onl y emphasizing the role of people do not pay enough attention to the risk response mecha nism;seven is to control the activities of supervision because of their duties are not in pl ace,not operational and other reasons according to the implementation of the provisions to play well;eight is the communication of information needs to be further unified stan dards in the overall planning level,focusing on the protection of information security.T he management report data are not detailed,the supervisor's business ability is not stron g and the supervision effect is not good.In view of the above problems,this paper first proposes an optimization scheme fo r risk identification and risk assessment.One is through the interview analysis way to te ase out the six class of 53 risk factors;the two is refined to improve the risk assessment standard to make it more workable;the three is the use of AHP to establish a set of relat ively complete evaluation model based on entropy method;four is the risk degree of the center were evaluation,points out four key risks and gives specific measures;five is the safeguard measures in three aspects of the internal environment monitoring,informatio n and communication,to improve the.Through the research in this paper,we have made clear the comprehensive risk ma nagement method system of operation center of ShanDong branch of postal savings ban k,and also provide some reference for future research on centralized licensing industry.
