| The performance of local government education directly affects the improvement of local education quality,the promotion of education equity and the improvement of the ability of education to serve the economic and social development.The performance appraisal of local government's education is aimed at "promoting construction by evaluation",which is an important measure to promote local government to actively fulfill its educational responsibilities and strengthen education supervision.However,in the practice of local government education performance appraisal,there is a phenomenon of role conflict between "reporting good news" and "reporting bad news".In essence,the performance appraisal of local government's education performance is a performance appraisal system in which the educational supervision institution,a crossdepartmental cooperative institution,is regarded as the actual responsibility subject.Under the influence of the special setting of cross-departmental institutions,the dual management and overlapping functions,on the one hand,the responsible body represents the education supervision committee,as an important coordinating body,which needs to find out problems through evaluation,expose contradictions,form horizontal pressure,drive the coordination of departments,and make "reporting troubles" a rational choice.On the other hand,as a functional department,it is necessary to reflect the performance and performance of the department on behalf of the local government competent departments of education,and strive to rank high in the evaluation,with "reporting good news" as its internal logic.Specifically,performance evaluation of local government education started in the role conflict is mainly manifested in teacher team construction,education,financial resources,the construction of the campus planning of three aspects,the essence of the conflict is the "good" and "suffer" two reverse power and role in the performance evaluation of local government education started on the same objective results.Starting from the four perspectives of institutional modeling,institutional shackles,technical barriers and cultural constraints,the main reasons for the subject of responsibility to follow the two opposite behavioral logics lie in the defects of the system mechanism and guarantee system,the defects of the establishment of cross-departmental cooperative institutions,the limitations of the construction of performance evaluation system and the influence of traditional performance evaluation culture.The effects of role conflict mainly include the inefficiency of performance information collection,the formalization of performance evaluation results,the failure of local government education policies and the crisis of local government credibility.Correspondingly,it may be attempted to effectively balance the role conflict and resolve the evaluation paradox from the following four aspects: perfecting and perfecting the institutional mechanism,adjusting and optimizing the establishment of inter-departmental cooperative institutions,constructing the performance evaluation system of local government education and performance,and improving the ideological accomplishment of the subject of responsibility.This research is innovative in the topic selection,perspective and content.The first is to focus on the emerging research topic of performance evaluation of local government education.The research topic is the focus of the improvement of national education governance ability.Second,from the point of view of the evaluated object,to a certain extent,it makes up for the gap in the perspective of the subject of responsibility in the government performance evaluation.Third,the research content breaks through the simple description and one-sided analysis,and is also a detailed exploration of the cross-departmental cooperative institutions with Chinese characteristics in the context of government performance evaluation. |
