Research On The Financial Aid System For Poor College Students In Shandong Province

Solving the problem of financial aid for poor college students is not only beneficial to help the poor to grow up,but also to promote individual employment and family poverty alleviation.It also helps promote education equity and promote the construction of a harmonious society.Over the years,the party,the government,and universities have paid great attention to the funding of poor students and have done a lot of effective work.In order to enable the students from poor families to complete their studies smoothly,Shandong Province has set up a student financial aid system with Shandong characteristics,which consists of six parts,namely,"award,loan,attendance,subsidy,subsidy and exemption".However,there is still a certain disconnect between the current poor student funding system and the needs of poor students,resulting in a lack of funding.Making clear the future development direction of financial aid for poor students in colleges and universities,and formulating scientific financial aid policies.It is an important task for colleges and universities in Shandong Province to construct and perfect the current financial aid system for poor college students.Based on the theories of educational Equity theory,cost sharing and human capital,the paper adopts the method of questionnaire survey and the method of interview.This paper makes an empirical investigation on the financial aid system of impoverished students in Shandong Province,analyzes the actual financial aid situation of impoverished students in colleges and universities in Shandong Province,sums up the problems in the investigation,and probes into the reasons.This paper compares and analyzes the characteristics of the financial aid system for college students in foreign countries and other provinces in China,and further puts forward some countermeasures to improve the financial aid system for college students in poverty in Shandong Province.Through investigation and research,it was found that,there are some prominent problems in the financial aid system for poor students in universities in Shandong Province,such as the lack of accuracy in the determination of poor students,poor rationality in setting up work-study jobs,the limited sources of financial aid for poor students,theimperfect student loan system,and the emphasis on substance over spirit Problems of poverty alleviation and disconnection from education.In order to solve the above problems,this study follows the policy of expanding,compensated,precise and educating poor students,and proposes to set up a multi-channel financing mechanism for poor college students,change the mode of financing and strengthen the development-oriented financing.We should attach importance to psychological and spiritual education,strengthen the function of subsidizing and educating people,establish and implement the management system of "precision subsidizing".From the above four aspects,we will perfect the current subsidizing model for poor college students in Shandong Province,and provide assistance for the establishment of a scientific financial aid system for poor college students.
