| The long-term existence of dual system in urban and rural areas is the key to restrict the balanced development of compulsory education in urban and rural areas.The low quality class learning and low level of teaching by teachers in rural compulsory education are the core of the imbalance between urban and rural education.The realization of the balance of compulsory education in urban and rural areas is to establish a system with educational equity at its core.Cooperation between primary and secondary schools in urban and rural areas is beneficial to improve the quality of compulsory education in rural areas and achieve common sharing of quality educational resources.Through the combination of theoretical research and empirical research,the author chooses fuping county of baoding city as the object to research the status.Based on the research of foreign academic circles,this paper makes a systematic analysis of the twinning and supporting in urban and rural primary and middle schools in fuping county through the methods of interview and questionnaire.On the basis of the analysis,selected Fuping Chengxiang Middle school and Primary school,Baoding No.17 Middle School and The Affiliated Academy of Hebei Baoding Normal for the object.To study the implementation and detailed rules of the twinning support policy in the past two years,and finds that the teaching quality of the secondary school and primary school in fuping county has a significant progress.Then,through the relevant questionnaire,interviewed the principals and school teachers and leaders of the department of Education of the Fuping County.Discovered the existing problems in the twinning assistance.Such as:the leadership of urban and rural primary and secondary schools in education pairing support is insufficient;pairing help support content is not comprehensive and the implementation is not reach the working standard and some of the schools involved in the twinning activities lack a long-term communication mechanism.On the basis of the previous questionnaire and interviews,this paper puts forward some suggestions for optimizing the construction of the twinning support mechanism for primary and secondary schools in urban and rural areas.The key points are to increase the special financial subsidies,build the mutual aid cooperation mechanism and improve the incentive mechanism for the twinning support and supervision.It is expected that the pairing support in Primary and secondary schools in Rural and urban will have a higher quality to promote balanced development of education. |
