Study On The Reform And Reconstruction Of Community Governance System At Street Level

With the rapid development of China’s economy and the rapid development of the process of urbanization,the social problems brought by the lag of social construction with respect to the economic construction are becoming more and more prominent.The pace of social construction needs to be accelerated,and the innovation of social governance is mentioned as an important strategic position.In 2017,the State Council of the Central Committee of the Communist Party of China on strengthening and improving the governance of urban and rural communities clearly points out that the urban and rural communities are the basic units of social governance,The urban community is an essential part of the social structure,and it is also the key to the urban social governance.Therefore,the research of the social management system reform and the community governance innovation become the present ten Divide into important subjects.In this study,the model of street-level community in Baohe District of Hefei City,which was constructed during the reform of the management system,was taken as the object of study.This paper explores the new trends and new problems in urban community governance after the transformation of the basic unit of urban social governance from traditional;"unit" to "community",and discusses the social relations between the state and the society in this period.Through the perspective of "state-society"relationship,this paper makes a deep analysis of this pattern of "withdrawing the streets and strengthening the society",and introduces the theory of government reengineering in China to divide the community governance model of the street level into the reengineering of the organization structure and the system of governance.Re-engineering the safeguard Mechanism and the platform of Co-governance Four aspects,such as re-engineering,objectively analyze its reform and practice,summarize its effectiveness;experience and unresolved problems as well as new problems in the process of governance,and provide reference for similar community governance in similar areas,which has certain research significance.According to the analysis and discussion of this study,the author thinks that the street-level community governance model provides a new direction for the innovation of social governance in our country,but the author also finds that although this model has achieved the stage effect in the process of governance,however,from the perspective of theory and practice,there are still some areas to be discussed-there is no legal basis for the revocation of street offices,institutional barriers still exist,the tasks of community work continue to increase,and the participation of residents is still insufficient.On the basis of the case study,from the perspective of state-to-society relationship,we summarize several topics that need to be discussed.First,after the withdrawal of the street office,the two-way division Whether the practice of the function is sustainable;the second is to take into account the problems such as the size of the city and the number of the population,and impose an unconditional limit on the reform mode of the street-level community;the third is the community as the basic unit of the social govermance,and the scale of the scale of the community needs to be further clarified;Fourth,this typical governance is often only a kind of model that local elites and leaders build within the degree of freedom of policy demands,and there is not the wisdom of the people from the bottom to the top,and the more and more typical governance in recent years will lead to the separation of the state and society.
