The leading cadres report personal matters is an important system of inner-party supervision,daily and extensive the supervision on the basis of the decision it is a sword to restrict and supervise the power of leading cadres to exercise,the best starting point is to realize the management and supervision of the check erroneous ideas at the outset.However,the report system of leading cadres’ personal matters has been put forward for more than 20 years since the implementation of the system.The reason is that the system has many problems and loopholes in the system.Through the literature material,the relevant regulations of the party as a reference text,summarize the thinking and personal,normative analysis on personal matters leading cadres reporting system,according to the existing problems,put forward some suggestions,in order to better implement and give full play to the supervision effect have some help for the future of this system can.This paper consists of four parts,the main contents of each part are as follows:Chapter one:the meaning and function of the report system of the leading cadres.This chapter on the definition and characteristics of inner-party supervision is expounded,and then in the first section expounds personal matters leading cadres reporting system is the leading cadres to the party organization to report regularly their personal and family property and marriage and other personal matters related to the system,lists the declaration system with the support of the relevant system and similar to the civil service property.The second section analyzes the personal matters leading cadres reporting system function,mainly from the norms of moral self-discipline and heteronomy,develop Chinese characteristics of public servants’ property declaration system to provide first practical experience of the three points.The second chapter is about the evolution of the report system of the individual events of the leading cadres and the origin of the inner-party laws and regulations.The first section sorted out the specific provisions of the leading cadres personal matters reporting system since its introduction.The second part of the source of the party rules and regulations,the main list of the relevant provisions of the party and the relevant content of the system.The third chapter:the problems existing in the report system of the leading cadres.This chapter consists of five parts,respectively is the problem in the supervision subject,supervision object,supervision procedure and supervision results and report content of public leading cadres of personal matters reporting system analysis.First of all,the paper lists the existing provisions of the above parts of the system,and then discusses the possible loopholes and problems of the existing regulations.The main problems are the restriction of the power of the supervision subject,the limited scope of the supervision object,the existence of the gap of the supervision procedure,the lack of operability of the supervision result and the lack of the publicity of the report content.The fourth chapter:the improvement and perfection of the report system of the leading cadres.First of all from the system itself,strengthen the standardization construction of the system itself,in order to strengthen the rigid constraints of the system itself,the main scientific configuration supervision power,will oversee the content object to expand the scope of grassroots cadres,improve the reporting system,strengthen the program set the adverse consequences of the identification process and use and clear the contents of the report of the public the scope and degree of.The second is to start from the other specific system of inner-party supervision,strengthen the operation of the relevant system,so as to form a joint force of supervision,to better play the role of supervision.
