A Study Of Rural Construction Pilot In Jinci Town Of Taiyuan County In The Republic Of China

At the late Qing Dynasty and the early Republic of China,the rural areas of Shanxi Province were faced with a series of problems,such as frequent natural disasters,social and economic decline,disorder of rural organization and social order turbulence.In order to solve a series of problems,Yan Xishan began to implement the Village Administration in 1917,taking the Village Administration as the basis for the implementation of the New Deal,and won the title of "model province" in the 1920 s.Taiyuan County as the implementation of the Village Administration of the first batch of counties,Taiyuan County magistrate Ouyang Ying established the Gutang autonomous model village in Jinci Town,and built it into a nationally renowned model village of autonomy.In the 1930 s,People’s Education Museum of Shanxi provincial and Supporting Social Organizations,set up a rural construction experimental area in Jinci area.Moreover,the Rural Construction Research Association of Shanxi founded by Yan Shenxiu also carried out village construction experiments in Jinci Town.Based on this,choosing the rural construction activities in Jinci Town during the period of the republic of China as my main study object,through combing the social from all walks of life here of rural construction process,and present a more complete historical scenes persist,break of shanxi rural construction research of immobilized understanding,to understand of Shanxi rural construction process more objectively,so as to make a fair evaluation.Through the study of the process path of rural construction in Jinci Town of Taiyuan County in the republic of China,it is found that there are two parallel clues,one is the Village Administration led by the government,the other is the rural social transformation activity led by social groups,both of which are a dynamic and continuous interactive process.In different stages,the emphasis of rural construction in the republic of China in Shanxi changed with the changes of political,economic and social conditions.The process ofrural construction in Shanxi has the following characteristics: the main body of participation is extensive;the government plays the leading role and the social organizations participate in it;to promote the rule of the people by government;pay attention to the combination of Chinese and western,traditional and modern combination.From the perspective of system design,the Village Administration led by the government is a practice of village autonomy.From the practical level,Shanxi Province has truly practiced local autonomy,and the government and groups have mobilized rural resources and trained talents far more deeply than other provinces.From the perspective of rural modernization,it infuses modern democratic politics,modern education,modern medical and health care,modern production mode and other factors into the countryside,enabling the traditional closed rural people to experience the social environment with modern factors,from scratch,which is of great significance in itself.
