Study On The Compensation Standard Of Financial Funds For Converting Farmland To Forests In ZhenBa

Zhenba county launched the project of returning farmland to forests in October 1999.After years of ecological construction,the restored ecosystem has brought remarkable ecological benefits.At present,the unified compensation standard is implemented in zhenba county.This"one size fits all" standard is easy to operate,but does not take into account the difference of farmers’ production technical efficiency and ignores the difference of farmers’ ecological benefits.As a result,farmers are not active to participate in the project,less willing to protect forest land and willing to return farmland,this will affect the implementation effect of the project.Therefore,how to optimize the compensation standard of returning farmland to forest in zhenba county has become an important research problem.The main innovative achievements of the paper are as follows.Current situation analysis and problems of compensation standard of returning farmland to forest in zhenba county.First of all,this paper introduces the general situation of zhenba county’s project of returning farmland to forest,then gives the compensation standard of zhenba county,and analyzes the current situation of compensation standard of zhenba county’s returning farmland to forest from the perspective of government and farmers.From the perspective of the government,this paper analyzes the current situation of the compensation standards in zhenba county from the perspective of the input and output of the projects implemented by the government.From the perspective of farmers,this paper analyzes the implementation of the compensation standards in zhenba county from four aspects,farmers’basic data,input and output,opportunity cost and satisfaction with the projects.Finally,summarize the compensation standard of zhenba county.The results showed that the compensation standards were unreasonable,which resulted in the low enthusiasm of farmers to participate in the project,low willingness to continue to protect the forest land,and high willingness to return to farmland,affected the implementation effect of the project.Compensation standard optimization model and its solution for zhenba county.According to the existing problems that farmers’ satisfaction with the compensation standard is low,their enthusiasm to participate in the project is low,and their willingness to continue to maintain forest land is low.To returning farmland to forest engineering net income(ecological benefit compensation spending)as the goal,consider the opportunity cost of zhenba county farmers returning farmland to forest,combined with the technical grade of the farmers,establish zhenba returning farmland to forest compensation standard optimization model,compared the net income of before and after optimization,the results show that the optimized the compensation standard bring greater net benefits.The diversified compensation standard of returning farmland to forest can effectively solve the unfair problem of zhenba county,so as to improve the enthusiasm of farmers in zhenba county to participate in the project and the willingness of protect forest land,reduce the willingness of farmers to return to farmland,and achieve the maximum net benefit of the project(ecological benefits-compensation expenditure).
