The rapid urbanization process and socio-economic development have caused shortage of water resources and pollution of the water environment.Reclaimed water as a supplement to natural water resources is one of the main strategies to deal with water shortages and water environment pollution problems. However,in reality, the promotion of reclaimed water faces problems such as public’s low willingness to accept reclaimed water and lack of reclaimed water reuse behavior guidance policies, making the promotion of reclaimed water difficult. In order to solve the dilemma faced by the promotion of reclaimed water, domestic and foreign scholars have carried out many studies to explore how to increase the public’s willingness to accept and effectively guide residents to participate in the reuse of reclaimed water. However, most of the research stays at the level of behavioral willingness or attitude, and there are few studies on the behavior of residents’ reuse of reclaimed water, and the willingness to reuse reclaimed water does not necessarily translate into actual behavior. Therefore, this study conducts research on residents’ reclaimed water reuse behavior, explores individual internal factors that affect urban residents’ reclaimed water reuse behavior, analyzes the intervention effect of external policy environmental factors on residents’ reclaimed water reuse behavior, and proposes driving strategies that guides urban residents to reuse reclaimed water. This article mainly conducts research from the following three aspects:(1)Construction and empirical test of theoretical models of influencing factors of urban residents reclaimed water reuse behavior.First,on the basis of combing the literature in the field of reclaimed water research, using classic theories such as theory of planned behavior,attitude-behavior-condition theory and benefit-risk analysis theory, establish a research framework for urban residents’ reclaimed water reuse behavior, and put forward corresponding research assumptions.Using questionnaire collects data, and using multivariate statistical analysis and structural equation models to conduct an in-depth analysis of the intervention path of the influencing factors of urban residents’ reclaimed water reuse behavior. The results show that individual psychological factors indirectly affect residents’ reclaimed water reuse behavior through reclaimed water reuse behavior intentions;mandatory policies, economic incentive policies, and information policies have a moderating effect on the relationship between residents’ willingness to reuse reclaimed water and actual behaviors of reclaimed water;there is no significant difference in gender, age, and monthly income levels of residents’ reclaimed water reuse behavior, but there is a significant difference in the level of education.(2)Simulation of dynamic intervention of external policy situational factors on residents’ reclaimed water reuse behavior. On the basis of empirical analysis, using agent-based model and simulation, establish a simulation model of urban residents’ reclaimed water reuse behavior, and use artificial neural networks to determine the relationship of residents’ willingness to use reclaimed water, reclaimed water reuse behavior, and the three types of policy, with the help of MATLAB tools to simulate the dynamic changes of residents’ reclaimed water reuse behavior under the intervention of different policy scenarios. The results show that: in the absence of external policy intervention, the value of residents’ reclaimed water reuse behavior is low;all three types of policy scenario factors have a significant role in promoting residents’ reclaimed water reuse behavior, but the effects of various policies are different.Mandatory policy is best, followed by economic incentive policies, and information policies have the worst effect;the policy combination has a better effect on residents’ reclaimed water reuse behavior than a single policy, and the combination of mandatory policies and information policies is superior to other policy combinations.(3)On the basis of empirical and simulation research, from the perspective of improving residents’ awareness of reclaimed water, enhancing residents’ perception of control of reclaimed water reuse behavior, eliminating public doubts about the safety of reclaimed water, and improving economic incentive measures, proposing intervention strategies to further promote the reuse of reclaimed water by urban residents in China.
