| The oil port storage and transportation operation is the key link in the production of oil port.The process is complex,multi-faceted and a dynamic system.How to ensure the safe,economical and smooth operation of oil storage and transportation operation is the primary goal of oil storage and transportation scheduling.At present,the domestic most ports to complete scheduling operation is mainly based on the traditional scheduling plan and dispatcher experience,not for scientific scheduling decisions,lack of reasonable scheduling management basis,the production capacity can’t be fully released,caused the waste of resources,eventually led to the weak competitiveness of the port.From the perspective of management,the research on scheduling management technology and evaluation of oil port operation can ensure the safety of storage and production scheduling,improve the level of storage and production scheduling,shorten the storage and production scheduling decision time,reduce the storage and operation cost,improve quality and performance of employees,improve the management level and market competitiveness.Therefore,the following research work has been carried out for the study of an oil port in the lower reaches of the Yangtze River.First of all,the key hydraulic and thermal processes of crude oil are analyzed and studied in the process of production scheduling.Secondly,in view of the existing characteristics of the oil port storage and transportation scheduling operation,build the shortest scheduling time consuming model and scheduling of minimum energy consumption model,and based on the traditional scheduling experience scheme and its operation mode,puts forward the crude oil storage and production scheduling optimization system,support port dispatcher to develop reasonable、optimized and pertinent scheduling tasks.Based on the oil storage and transportation production scheduling system,using C/S,B/S mixed development model,developed the “oil port integrated production scheduling system”.The system has two subsystems and seven functional modules,including the process flow diagram drawing and management,process flow,process monitoring,information system management,process scheduling instruction and print,history work content query and print,employee performance assessment in production scheduling,can provide the support of scheduling management technology and evaluation in oil port operation.The process scheduling command module joined the new crude oil storage and production scheduling optimization system,which enables dispatchers to select scheduling instructions according to different needs when completing scheduling tasks.At the same time,with the guidance of the basic theory of performance appraisal,analysis of the current situation and the existing problems of employee performance evaluation system of the port production scheduling process,combined with the “oil port integrated production scheduling system” and scheduling process optimization,design a new production scheduling staff performance evaluation system based on the original system.The new employee performance evaluation system is applied to the oil port production scheduling process,the results reflect the work of the staff,assistant manager of staff performance appraisal,strengthen the management of port of employees and production scheduling. |
