In recent years,under the influence of the national security and supervision power,energy and structural reforms,and the environmental protection requirements,the coal industry gradually presents the market downturn,falling prices,excess production capacity,combined with some coal enterprises for the excessive pursuit of profits,leading to frequent safety accidents,serious ecological environment destruction,single rough production mode.The deep-seated problems of the coal industry development are increasingly exposed.With the continuous deepening of the reform of our country socialist market economic system and the diversity of service industry development,the coal resources in the process of as the main energy in China,the traditional mode of production of small and medium-sized coal enterprises is faced with a growing number of production safety,economic management and a series of problems needed to resolve,which rely on pure output and the unit price for the survival and development is most obvious,some small and medium-sized coal mine enterprise’s management level and production process is difficult to line with safety requirements.In response to such problems,the state strongly advocates breaking the traditional enterprise operation mode and encourages to seek for the production and operation mode that is suitable for the current development demand,especially the increasing recognition of the escrow operation mode of coal mining enterprises.In this paper,the research is based on a detailed study of the reform of coal industry and coal mining enterprises managed business model which is related literature to carry on the study.This paper has made a specific analysis and summarized it with reference to the background,the current situation and the significant meaning of the development of the coal mining enterprises managed business model.The coal mining enterprises managed business model has the advantage for the reform of China’s energy structure and the coal industry development that is expounded from the Angle of sociology and economics.Taking the pattern of the trusteeship management of Manas Baiyanggou coal mine as a practical example,the thesis has mainly introduced and made a specific analysis of the Manas poplar ditch coal mine managed business model,including its background,achievements,problems and the improvement suggestions.What’s more,It has summarized the management model of coal enterprise hosting social effect,further demonstrates the coal enterprise managed business model of the market demand.The mode of managed management of coal enterprises is a major breakthrough in the reform of the traditional coal industry.Placing coal mine management in the market complies with the development trend of the coal industry,solves the limitations of the development of small and medium-sized coal enterprises,and realizes the two-way choice between the equal subjects.By reaching consensus on safety management,scope of trusteeship,responsibility and authority,constraint mechanism and other aspects,the entrusting party and the entrusted party further reduce the safety risk of small and medium-sized coal mine enterprises,enhance the sense of responsibility of actual operators,avoid the radical behavior in the development of enterprise operation,and ultimately achieve mutual benefit and win-win of both sides of the trusteeship.Practice has proven that it has a far-reaching significance for the custody business model for coal industry reform at present stage and the energy structure optimization.The research for the client,or the entrusted party,about whether to choose custody business model and how to choose the trust business model,and how to implement the hosted mode concretely,and how to achieve a safety operation for the coal industry and strive for a harmonious society is of great significance.
