| The transfer of rural land management right can optimize the rural industrial structure,promote the large-scale development of agriculture,improve the land efficiency and land utilization rate,which is not only the objective requirement for agricultural sustainable development,but also the basis and core of solving the "three rural issues".The transfer of management rights of agricultural land in Wujiang District of Suzhou city(hereinafter referred as the agricultural land transfer)has acquired some achievements,but under the supervision of the local government,there are still some problems such as local government’s supervision is not in place,the circulation of agricultural land is non-agricultural and the damage of farmers rights.The purpose of this paper is to explore the problems and causes of agricultural land transfer in Wujiang District of Suzhou City,refer to the experiences of local government’s supervision management in typical region of China,then puts forward specific measures to strengthen the supervision of local government management during transfer of agricultural land in Wujiang District in Suzhou city.In combination with the present situation of social and economic development,and agricultural land transfer in Wujiang District,a total of 1348 households in 9 townships in Wujiang district were investigated by questionnaire survey,which from farmers’ perspective to evaluate the local government on the main way of Wujiang District in the circulation of agricultural land transfer,including the registration of land ownership,the government provides information to help,the land use supervision by government,the effectiveness of dispute resolution by government,the intermediary development and the government policy advocacy evaluation.This combined with the survey data obtained three issues in the transfer of agricultural land in Wujiang district under local government supervision,for respectively: lack of policy guidance and the absence of government regulation;the weakness of public administration service consciousness and dislocation of government supervision;the farmers’ rights and interests are damaged,government regulation are offside.And combined with the Wuhan government and the Sichuan municipal government of Qionglai,learn from the main practices and experience in agricultural land circulation,such as providing policy support,innovation of agricultural land transfer mode,improve agricultural land transfer transaction procedures,thus discussed and summarized three suggestions,to complement local government supervision laws and regulations,clarify the local government self positioning,improve the way of supervision of district government.The results show that:(1)Wujiang district government is lack of supervision,offside and dislocation in the circu transfer of agricultural land,in order to ensure the orderly and effective supervision,we must improve the laws and regulations based on maintaining the existing system,perfecting laws and regulations,improve the land reform of agricultural land transfer the auxiliary policy,improve the circulation of agricultural land based on central government supervision;(2)in order to ensure the validity of the supervision,the district government must be clear about their position as guidance,service and the role of supervision;(3)in order to improve the efficiency of supervision,we must improve the way of the district government,based on the existing model of local government supervision,and combine government supervision together with market supervision.And to use the digital systems,third party supervision,rich intermediary organizations,farmers reverse supervision and other ways to strengthen the supervision of local governments. |
