The Research On Fiscal Policy To Promote Industrial Structure Adjustment In Fujian Province

"Thirteen Five" period is a critical period of economic transformation and upgrading in China,among that the industrial structure adjustment is an important guarantee for the sustained and healthy development.Fujian Province as the forefront of reform and opening up,attaches great importance to the industrial structure adjustment.Fujian Province also stressed "Thirteen Five" plan "to speed up industrial restructuring and upgrading as the transformation of economic development of the strategic focus and the main starting point to build Fujian industrial upgrade."However,due to the market mechanism in the process of industrial structure adjustment has defects and the effect in industrial structure adjustment is relatively limited.Therefore,it needs the government to use fiscal policy to adjust the industrial structure.This paper starts from the theory of industrial structure and fiscal policy,respectively defining the concept of industrial structure adjustment and fiscal policy,then detailed analysis of the influence mechanism of fiscal policy on the industrial structure adjustment at the theoretical level.On this basis,this paper analyzes the current situation of industrial structure and fiscal policy of Fujian Province,then to explain the problems.After that the paper constructs the index of industrial structure adjustment by the factor analysis method and analyzes the fiscal policy how to influence industrial structure adjustment on the two aspects about scale and structure.The empirical results show that:First,the scale of fiscal expenditure has a positive role in promoting to industrial structure adjustment,however the effect of different fiscal expenditure structure produces different,which means increasing the economic expenditure can promote industrial structure adjustment,while the social expenditure and maintenance expenditure have a positive role on industrial structure adjustment,but the role is not significant.Second,broadening the tax scale will also promote industrial structure adjustment.There may be due to increasing tax revenues can provide a stable funding for the government to implement industrial policies.And it will also stimulate enterprises to bring forth new ideas in technology and improve technological element of product and so on to obtain the tax benefits.Further analysis of the tax structure,lower commodity tax and income tax burden will promote the industrial structure adjustment,but the promote effect of the income tax is not obvious.Therefore,based on the above findings,put forward policy recommendations to promote the industrial structure adjustment:First is to grasp the overall direction of fiscal policy;Secondly,must enhance the industry-oriented role of fiscal expenditure policy,continuing to expand the scale of fiscal expenditure on industrial structure adjustment and rationalize the structure of fiscal expenditure,including to improve the proportion of economic expenditure,optimize the structure of the social expenditure and protect the legitimate scale of maintenance expenditure,so that it is conducive to adjust the industrial structure.Also it needs to improve the government procurement policy and make innovations in the system of fiscal investment and loan to improve efficiency in the use of fiscal funds,and then can promote the development of related industries.Finally,it also needs to implement the tax reform,with the utilization of existing tax policy to strengthen the support of tax policy on industrial structure adjustment.In order to better play the guiding role of fiscal policies on industrial structure adjustment,and it also has important significance to create industry upgrade and realize economic transformation in Fujian Province.
