Design And Implementation Of Guangxi Stocking Houses Transactions Price Assessment System

With the rapid development of the real estate industry in recent years,real estate transaction activities have become more frequent and the volume of stocking houses transactions has increased.The contribution to local taxation has also increased year by year,becoming one of the major sources of local finance.But at the same time,the taxation problems existing in stocking houses transactions are also becoming increasingly prominent.Because in the tax collection and management of stock house transactions,the main taxpayers are individuals,and the tax sources are relatively scattered,and this is a one-time tax source,it is difficult to collect and manage.Taxpayers generally underreport transaction prices and thus paying less tax.In order to solve these outstanding problems and further strengthen the macro-control of the real estate market,the Ministry of Finance and the State Administration of Taxation have successively issued documents to implement the evaluation of transaction prices of stocking houses across the country.This paper designs the Guangxi stocking houses transactions price assessment system,which uses the internationally accepted theory and method of real estate valuation-market comparison method,according to the type of real estate to establish a real estate batch assessment mathematical model,the bulk of the housing tax transaction price batch Evaluation.Finally,according to the specific properties of both the taxable real estate and the transaction parties,an appropriate tax calculation method is automatically selected to obtain the taxes that the parties should pay.The system uses the B/S architecture,use software engineering ideas to design and develop,uses Java EE as the development language required by the "Golden Tax III" project,uses the SSH2 framework,uses the ExtJS front-end framework,and uses the Sybase ASE database,the server uses WebLogic as a middleware,and ensures that the system operates stably,safely,efficiently,and has strong business support capabilities in the overall technical architecture,can better meet the needs of Guangxi Local Taxation Bureau to promote the use of the system.This paper describes the system development technology,framework design,system requirements analysis,system design,the specific implementation of the system modules,system hardware and software,network planning,etc.,provide a reference for the development of similar systems.The realization of the system,effectively plug the stocking houses transaction tax loopholes,effectively resolve the contradiction,reduce tax disputes,effectively improve the tax efficiency,optimize the level of tax services.It has played an important role in the tax collection and management of housing tax transactions in Guangxi.The system has made positive contributions to the further refinement,scientificization,and informatization of taxation,strengthening the collection and management of taxation of existing housing transactions,the control of the national real estate market,and the preparation for reform of the real estate tax system.The system has made positive contributions to the further implementation of the requirements of tax refinement,scientific taxation,and information management taxation,strengthening the tax management of stockroom transactions,implementing the national real estate market control policies,and preparing for real estate tax reforms.
