| ObjectiveAfter 30 years of implementation and advancement,the National Natural Science Foundation of China(NSFC)has become a "booster" and "multiplier" for the rapid development of science in China's colleges and universities,Scientific and technological innovation and the construction of disciplines such as the team has played an irreplaceable role in promoting.With the increasing investment in the National Natural Science Foundation of China,the National Natural Science Foundation of China has become the main source of research funding for the Second Military Medical University,greatly boosting the construction and development of the school.At present,the development of the National Natural Science Fund faces many challenges,mainly in how to maintain the size and increment of the Science Fund,how to strengthen financial supervision,how to win in the integration process initiative.As a medical college,the school also faces such a problem,and for university science fund management workers,how to ensure the National Natural Science Foundation of the application quality and funding rate,appears to be crucial.This paper mainly studies the quality of application and the performance of final results of the National Natural Science Fund Project that the Second Military Medical University has been applied to and approved.Aims to summarize the National Natural Science Foundation of the school to apply for funding and related to the school of medical research,analyze the population characteristics and capacity characteristics of Science Fund,and evaluate the relationship between investment and knot of scientific fund,explore the development principle and the subject characteristics of the of National Natural Science Foundation of China project and the association between application and knot,in order to provide effective decision-making reference for the fund management and the science fund apply-fund effects improvable.Materials and MethodsThe data sources of this paper are quite diverse,and the main source of NSFC information comes from the Network Information System(ISIS)of the NSF,we downloaded the relevant application items and detailed information of the project,including the basic information characteristics of project applicant and responsible person,expert peer review feedback,and select authors,sorting,funding and other relevant information from the application and conclusion of the report published SCI journals.The SCI papers published from 2011 to 2015 were mainly came from China's scientific and technological information research institute's annually reported data including the published date,type,journal,impact factor and so on,in order to reflect the refine results of the SCI labeled NSFC.The relevant data of the NSFC published SCI papers from 2011 to 2015 was selected from the Science Web platform by using approval number point to point.As to analysis method,we established database by EXCEL firstly,analyzed the data packet statistics and comparative analysis,the frequency distribution of descriptive statistics,through the method of drawing graph,line graph,curve and histogram to reflect the statistical data and describe observations,then single variable analysis method like routine t-test,chi-square test,CMH test,multi factor analysis like a variety of correlation analysis,Logistic regression analysis and propensity score method were used to analyze the relevant data and find the key factors using SAS9.4 software,the difference was statistically significant when P<0.05.ResultsIn recent years,the number of university's project funded by National Natural Science Fund maintained at 220-240 basically,the main type of the project were surface projects and Youth Science Fund.The overall funding rate is not high while the number of applications was very large annually.The funding is the main source of the school' scientific research funds,basically fluctuated in 130 million Yuan.In the approved project,medical science department's total number of projects and funding of project budget were up to 83.9%and 81.6%.At the same time,school's published scientific papers especially in the high level international scientific paper rose due to the boost of National Natural Science Fund,the number of labeled papers funded by NSFC also increased year by year.At the same time,the reward of scientific and technological achievements from the National Science Foundation,gold(silver)knife and stethoscope award were closely related with the appraisal of A level teacher,master tutor,national talent project,professional title and so on.From the quality analysis of the application,funded and not funded projects had statistically significant differences in the basic characteristics of the applicant like the applicant's degree,index of innovation ability such as published SCI papers,the high title and a doctorate in the approved project funded by the applicant took the highest proportion,and supported the applicant's SCI published papers quality was significantly higher than the applicant not supported.From peer feedback,the evaluation indicators are included in the model analyzed by Logistic regression analysis(stepwise method),the innovation and research methods were found to be the main influencing factors.From the performance evaluation,the quality of the schoolPs NSFC project has improved annually,and each project's average published SCI numbers rose from 2.59 to 3.93 from 2011 to 2015,we also found that the use of funds efficiency is low,and the problem of sur:plus funds.Through data envelopment analysis of Youth Science Fund Project and project performance,the number of the low efficiency project was significantly high,76%of project's technical efficiency was from 0 to o.3,after concluding the application the surface on the project funding rate is relatively high,significantly higher than the average rate of project funded schools on the surface level.ConclusionTo face the new phenomena and new problems under the new situation,the department of science fund management should present a new norm.The enthusiasm of scientific and technical personnel apply for the science foimdation began to decline,mainly showed in the quality and quantity decline for the project,and the average science funds rate is relatively low compared with other universities,the funding also decreased year by year.As a medical college,the applying number of school's medical science department of the project increased in recent years,but the funding number and funding amount decline,the competitive advantage of medical science department began to decline compared with the past.The National Natural Science foundation plays an important role in promoting school papers.Some problems were found:the number of papers published in polymer SCI less,and mostly concentrated in the below 3 points,and the norms of tagging papers published in SCI funded by NSFC need to strengthen.The analysis results of the application quality showed title,degree are the important factors between basic characteristics of the applicant,but the quality of the number of published papers are also the key factor,especially SCI papers,innovative and feasible application project is also very important viewed by the project itself.As the management of scientific research personnel,we can pick out a number applicant with innovative ability,training in advance,guidance the project pointy.From evaluation results of knot performance,although the knot performance gradually improved the scientific research and clinical 2-Shoulder-Loaded made the quality of scientific fund canst be effectively guaranteed,and the science foundation the use of funds effect was not remarkable,the budget implementation rate was not high.We also found that one of the important factors was the knot performance of NSFC project decides whether the reapply for project will be founded to a certain extent.In this situation,we must change the concept of management,manage the process,and supervise the high quality of
