The Research On The Specified Number Of Personnel Of Judges System Under New Judicial Circumstances

Since the professionalism of specialized judges is the main part and fundamental to the implementation which laws form text come to practice,therefor,to construct a team of professional judges has always become a goal that all social governors tried achieving throughout history,no matter in China or abroad.In our country, the building up of a professional judges team had went through a stage of development which traditional society transforming to a modern one.When entering a new period of the current social&economical leap,the significance of constructing a professional judges team is much more prominent.For this purpose, The fourth plenary Session of the Eighteenth CPC Conference has made “the CPC Central Committee’s decisions on some major problems of comprehensively advancing the rule of law”,which has given the guidelines on building up a legal system that matching the professionalism of judges,and then improving the overall quality of the judges team.This thesis has analyzed the difficulties judges currently met in the course of their practice by looking into the status quo of our country’s judges and judiciary. Giving advice and some suggestions on the reformation of professionalizing judges by focusing the access system of judges,”Specified Number of Personnel for judges”,selection system of judges,judge accountability system, examination and evaluation system of judges and unified management of personnels,properties,belongings,while combining the present problems&accomplishments of the pilot work on judicial reforms.These advice&suggestions are:optimizing the selection system of judges;perfecting the accountability system of presiding judges and other relevant institutions;propelling the system construction related to ”Specified Number of Personnel for judges”;reforming existing assessment&examination system(of judges);making judge’s ranks&wages definite;thus implementing life-tenure system for judges.
