Study On The Present Situation And Countermeasures Of Public Cultural Service Supply In Hohhot

"Cities are the heart of a country" and the construction of cultural power cannot be separated from cities’ cultural building.The supply of public cultural services is the most important part of urban cultural construction.It is not only related to national cultural security,but also related to the satisfaction of citizens’ various cultural needs and the protection of their basic cultural rights.Based on the new public service theory and governance theory,this thesis,takes Hohhot of Inner Mongolia Autonomous Region as the research individual by the use of documentary study,field research method and investigation research method and makes an investigation in Hohhot’ supply of public cultural services by the use of questionnaire and no-structure interview.From the investigation,it is found that with the continuous improvement of Hohhot’ supply of public cultural services in scale and quality,urban residents’ satisfaction is constantly increasing.At the same time,there are also some problems including the insufficient investment in the supply of public cultural services,the mismatch between "hardware" supply and the needs of the public,between"software" supply and the time of the public as well as the failure to meet the cultural needs of every resident.By further analysis,it is discovered that the above problems are caused by these four reasons:the deviation of the government’s concept towards the financial supply of public cultural services,the lack of guidance in the demand of facilities’ supply,the inadequacies of publicity in supply activities and the neglect of group heterogeneity.In order to solve these problems,this thesis puts forward some suggestions from four aspects:first,change the concept of financial supply and broaden the sources of fund;second,find a guidance for demand and establish a perfected mechanism for residents to express their cultural needs;third,enhance the ability to serve and promote public cultural services’ publicity;fourth,found a multiple supply model led by the government.It is hoped that this thesis’ researches on Hohhot’ public cultural services and their supply will not only be the reference for this area’s supply of public cultural services but also for other ethnic areas’ capital cities.
