New culture and ideas are constantly eroding the traditional culture,developing of society,intangible culture heritage living room has gradually become narrow,oral teaching as the main mode of transmission of the intangible cultural heritage is gradually fragile,facing extinction.Then,with the founder and inheritance,the methods and ways of management for inheritance will affect the intangible cultural heritage directly.The government leading position in process of the heritage management,is the manager and organizer for management and protection of inheritance,also is the supervisor.The government must aware the necessity of the identification and management for intangible cultural heritage,ensure the objectives,principles for administer of inheritance,adhering to the government leading and social participation in management,to improve the management of heritage and improve the implementation of the management and protection of inheritance.This article refer to the research on much management for intangible cultural heritage from foreign scholars,basing on classic management theory,with the government administer in practical,and then on the basis of summing up the domestic and international management of intangible cultural heritage and inheritance,analyzes the current problems for the inheritance management in Liaoning;material cultural heritage for an example,from the regulations and laws,inheritance of man’s own existence for the existing management idea and problems,management system,from the perspective of government administration of Liaoning intangible cultural elaborated management.Firstly,summarize and comment the intangible cultural heritage and heritage management achievements and research status for the foreign scholars,introduces the characteristics and concept of the intangible cultural heritage,the related concept of inheritors of cultural heritage and identification of government management theory and etc.Secondly,beginning from the situation of the intangible culture heritage in Liaoning province,analysis of intangible culture heritage according to the recently situation and status,and provide the current issues about the inheritors management of intangible culture heritage,analyze the causes of the problem.From the national statute and legislation,management system,legislation and rules and administer measures,analysis the reason of the status problem for the intangible cultural heritage in Liaoning province.At last,in view of the analysis for the current problems in management of inheritance,with the point of government administration,respectively from the management thought,performance assess administration system,legislation and statute,education and training,other aspects of the immaterial cultural heritage suggestions and management measures.
