Aeronautical information is the information that ensures the safety and normality of the aircraft.Aeronautical information personnel’s main work is making and publishing various aeronautical informations.The level of the aeronautical information personnel’s safety competency will directly influence the quality of the aeronautical information and then affect the safety and normality of the flight.Although,rules for the administration of civil aviation information personnel license have formulated the relevant requirements for the aeronautical information personnel’s safety competency,however,unsafe events caused by the failure of the aeronautical information personnel with an information personnel license still occur.Therefore,studying the elements of the aeronautical information personnel’s safety competency,and establishing the evaluation model of the aeronautical information personnel’s safety competency are of great guiding significance for the civil aviation authorities to select more competent aeronautical information personnel and reduce the errors of aeronautical information.Firstly,under the premise of analyzing the regulatory requirements and job of the aeronautical information personnel,combined with literature review and expert correction,20 elements of the aeronautical information personnel’s safety competency are obtained.Then,with the use of exploratory factor analysis for quantitative analysis,4 factors of the aeronautical information personnel’s safety competency are obtained,and the evaluation index system of the aeronautical information personnel’s safety competency is structured.The evaluation index system of the aeronautical information personnel’s safety competency includes 4 first-class indicators,such as occupational attitude,job requirement,relationship management,and 20 second-class indicators,such as political ideology quality and so on.Afterwards,the hypothesis model of the aeronautical information personnel’s safety competency evaluation index system is constructed,based on the theory and method of the structural equation model,with the use of AMOS17.0 software,the hypothetical relationships in the structural equation model of the aeronautical information personnel’s safetycompetency are validated,and the influence degree of each element of the aeronautical information personnel’s safety competency on the aeronautical information personnel’s safety competency is confirmed.The 4 first-class indicators of the safety competency evaluation index system of the aeronautical information personnel have a significant positive effect on the safety competency,and job requirement has the greatest impact on the safety competency of the aeronautical information personnel(0.85),followed by personal trait(0.83),professional attitude(0.82),and relationship management has the least impact(0.78);and among the indirect effects of the 20 second-class indicators,such as political ideology quality,on the safety competency of the aeronautical information personnel,the theoretical knowledge has the greatest influence on the safety competency of the aeronautical information personnel(0.0559),and the weight of the impact of the feedback evaluation ability on the aeronautical information personnel’s safety competency is the least(0.0420).At last,the fuzzy comprehensive evaluation model of the safety competency of the aeronautical information personnel is established,and 3 aeronautical information personnels of the aeronautical information service center are assessed.The result of the assessment is comparable to their daily performance level,and the evaluation model of the aeronautical information personnel’s safety competency is verified.
