Effect Of Fiscal Decentralization And Urbanization On China’s Environmental Pollution

Environmental resources as the basic resources of the national economic development,ecological natural digestive mechanism and artificial environment governance model for the government to keep and to provide quality is of great importance to the environment and resources,but this model has significant economic costs and system obstacles.Both the study of single write fiscal decentralization and urbanization articles a lot of research on environmental pollution,and this article is from the perspective of fiscal decentralization and urbanization combined to explore the effect of its pollution to the environment,for comprehensive fastidious the internal influence mechanism and the pollution of the environment effect of the interaction term and addition to the existing research has the vital significance.,both in terms of methodology,the research on the effects of fiscal decentralization and the environmental pollution effect,how to ignore region between the spatial dependence and spillover effect,therefore,using spatial econometric model to study the problem of empirical test needs to be deepened.In addition,the related literature to explain the urbanization and the environment pollution of the cause of the lack of effective analytic nonlinear effect,and not discuss fiscal decentralization system of macro background,has certain limitations,and relevant empirical approach and the use of econometric model remains to be perfect.China’s fiscal decentralization,the urbanization and the environment pollution and other issues on the basis of the analysis,comprehensive discussion of fiscal decentralization and the influence of urbanization on the environment pollution effect.Specifically,first canvassed the study of individual study the correlation between fiscal decentralization and the environmental pollution,the correlation of urbanization and the environment pollution;Secondly,to explore the fiscal decentralization,urbanization and the development status quo of environmental pollution;Later,respectively,to explore the pollution to the environment of urbanization in fiscal decentralization and direct or indirect influence mechanism,again,using the provincial panel data from 2000 to 2014,build a spatial lag model and panel threshold model analysis the specific effect.Spatial econometric model regression results show that the fiscal decentralization is bad for the environment quality improvement;Urbanization in the national and east region environment pollution reduction,while in the Midwest for aggravating effect;Fiscal decentralization increased urbanization of the marginal effect of environmental pollution.Panel threshold regression model results show that the pollution of the environment effect of urbanization is the urban and rural equalization single threshold effect,after crossing the threshold,the urbanization level of ascension is conducive to regional environmental pollution levels.
