A Study On Local Government Supervision’s Empact On Environmental Quality Under Opening Economy

Since the reforming and opening,our country economy is in rapid development,of which a large part of reason is our country implemented the strategy of "going out" and "introducing in".Opening to the outside world improves China’s economic development,but also brought a series of negative influences,the most obvious is our country’s environmental problems,the debate of environmental effect of opening has never stopped.On this basis,this article verify the environmental effect of opening from the perspective of government environmental supervision.In order to reflect the role of the government more comprehension,government environmental regulation will be divided into the income and spending two parts in this article.On the base of scale,structure and technology effect of economic activities,with the modification of related theoretical model,government environmental regulation as a new kind of effect,integrated into the model.Thus to explore the effect mechanism of environmental regulation in opening environmental effect.Using panel data regression method,first analyze import export and foreign investment introduction whether cause environmental problems,found export and introduction of foreign capital significantly contributed to the pollution of environment in our country.Then in different regions of the nation,we analyze the direct role of government environmental regulation in the environmental effect of export and foreign investment.In order to verify the effect of environmental regulation more completely,we analyze the indirect effect of environmental regulation to industrial structure and technology innovation,and further to analysis the influence mechanism of environmental regulation to environmental problems.Found that,the opening of different forms and different parts,the role of the different forms of government environmental regulation is different.Then,considering the different government policy enforcement to environmental governance in different areas,and analyzes different areas of the local government executive ability,the different role of the government environmental regulation,find that the government executive ability strong area,not all of the environmental regulation is superior to the role of the government executive ability weak areas.So we know that,the government executive ability is the key factor to environmental regulation policy role,but is not absolutely,and then explain the further reasons.Finally,this paper summarizes the different area causes of opening environmental effect,and provides policy suggestions to implement the strategy of opening better,the government environmental governance can play a better role.
