Jilin Province is a major agricultural province, the form of agricultural production and management organizations, directly related to the provincial agricultural development performance. Currently, the main form of organization of production and management in Jilin Province is the farmers’ cooperatives and individual farmers production and management, both of them roughly the same proportion, from the advanced countries and regions in terms of development trend of agriculture, the agricultural production and management organizations history take the path has proved to be the right direction already, therefore, the forms of agricultural production and operation organizations in future must be in the form of Jilin farmer cooperatives. Currently, Jilin Province, although there are a number of farmers’ cooperatives, but whether it is the scale of construction, or the quality of development, as well as development prospects, there are various shortcomings, fundamentally constrained the healthy development of farmer cooperatives of Jilin Province. Therefore, the study about present cooperatives construction, promoting has demonstrated the significance of agriculture with the rapid development of the provinceThe main paper is divided into seven chapters, the specific rules and layout as follows:The first chapter is the introduction, including the background, research status, major research and innovation, research methods and technical routes. The second chapter is to define the concept and theoretical basis to explain farmers’ cooperatives, "tree" circulation management system. The third chapter is a farmer cooperative history and problems, mainly elaborated from farmers’ cooperatives development, current situation and problems of history. The fourth chapter is learn from of the major countries and regions development experience and from the experience of Japan Agricultural Cooperatives, Korea’s agricultural cooperative organization experience, Taiwan farmers’ experience, Zhejiang "trinity system" mode of development experience, Hebei province "2+1" mode of development experience analysis reference. The fifth chapter is Jilin province farmer cooperatives development system construction, including longitudinal "tree" circulation management system construction and horizontal industrial chain production services in the real construction, and Jilin province farmer cooperatives operating mechanism is constructed.
