With the process of reform and opening pushed forward continually, Development Zones played a more important role in China’s economic development, and will be increasingly becoming an important role in the stimulating national and local social economic development, and created the conditions for enhancing the competitiveness of regional industry and participation in international competition. The Development Zones’contribution of developing national and local Socio-economic were obvious, but the land use problems were also increasingly attracted people’s attention, mainly in the land use intensity, land use efficiency, the number of idle land, unreasonable land use structure, disorderly sprawl and so no. Through land intensive evaluation, analysis and evaluation of the degree of land intensive use and estimated land intensive use potential, we have complete control of the development zone’s land intensive use to explore land intensive use management mode and strengthen land intensive use management, which have significance to control the blind expansion of development zones, to promote the land use potential, to improve the management level, to establish the appraisal system and long-term mechanism of the development zone’s land saving and intensive use, to enhance the ability of the land macro-control and to build a resource-saving society. This article studies Nanjing Jiangning Economic and Technological Development Zone, analysis of the current situation and problems of land intensive use, through taking the qualitative and quantitative methods, statistical analysis, survey, multi-factor comprehensive evaluation method to evaluate land use potential of Jiangning Economic and Technological Development Zone, combined with the land resources characteristics and also with land use status quo structure, structural analysis of land use planning, land planning and implementation and the remaining land supply situation, we can come to the intensive land use status quo of Jiangning Development zone. Based on land survey and extent evaluation, we estimated the expansion potential, structure potential, strength potential and management potential of land intensive use. Draw on domestic and international land intensive use management experience, explore and analyze the intensive use management model of development zone, we come to the conclusion of land intensive use of Jiangning Development Zone, and Finally put forward the internal and external policy advice and motivate restraint mechanisms of intensive land use.
