Research On The Administration Of Medium-sized Mines In The Perspective Of Public Governance Theory

The ore resources is the most important component of economic development andlife supplies, because of it, the Chinese economic can recovery quickly after1949.Liaoning Fushun ever have maked prominent contribution in coal mining for nationaleconomic development, so it have been gived a good reputation,called “mine capital”.The special natural environment make the mid-sized mines different zone. But thosemines have been broke by illegality-businessman, wasted lots of natural resouces andimpact on the environment. So resolving the problem of governance of Fushun’smid-sized mines is worth researching.This article, based on Elinor Ostrom’s Public Governance, discoveries the problemsof govering Fushun’s mid-sized mines. And then according collecting and disposaling thedatas, proposing the ideas solve the problems with Pubic Governance theory.This article concludes: In the first part, there is a brief introduction about conceptsof public governance theory, and explain the reason of using the theory for ensuring thebasic theory. In the second part, this article introduces the present situation of Fushun’smedium-sized mines, and analyses the characteristics of Fushun’s medium-sized minesfor finding out the reason of the problem in the governing prosses of Fushun’smedium-sized mine, and propose citizens who have the ore resources as publicadvantages should gover the mines with the way of Self-governance andSelf-organization. It also emphasize that the government and enterprises should notengage in the mines’ exploitation and administration, ensuring that they could not gainprofit for citizens owning the resources in fact. In the last part, according to discribecurrent situation of govering medium-sized mines, from the point of view of sustainabledevelopment, it put forward the constructive and specific suggestions. In the process ofmining, it should ensure citizens have the rights of sharing mine for guaranting everyonebeing most willing joining into mining and governance, and then using the way ofcollective action govern the ‘Free-rider’ phenomenon strictly. The government andenterprises, in auxiliary, manage and sustain the self-governance and self-organization.The citizens who use the mine and gain the benefit should be responsibility undertaker for govering the mines. Other social organizations or government supervise themanagement effect. Fundamentally, there will be the win-win situation that citizenshave the economic development and the mines have been govered for improvding theenvironment.
