Research On Evaluation Of China’s Overseas Petroleum Exploitation Prospects

Oil is the world’s most important source of energy; it is also an important resource for economic and social development. As China’s dependence on foreign oil continues rising, China’s oil supply faces enormous risks and challenges, therefore accelerating the development of oil abroad is becoming increasing prominent and important to the protection of oil supply security. Based on practical data of supply and demand, this article summarizes previous studies, combines static analysis and dynamic analysis together to identify current situation of overseas development. Also, this paper establishes offshore oil development prospect evaluation index system, in order to give comprehensive evaluation of the regional development analysis through regional empirical analysis. According to the existing problems finding out of overseas development, this paper puts forward corresponding suggestions from government and business angle to improve China’s capacity in obtaining foreign petroleum resources.This essay is mainly divided into seven parts, and mainly focus on offshore oil development prospect evaluation index system construction and the regional analysis. Chapter One introduces the research background, research purpose, content, research status, research methods, technology roadmap etc. the second chapter illustrates the global and China distribution of oil resources, and briefly introduces the oil resources exploration distribution and history. The third chapter analyses historical data of oil supply and demand to give prospective prediction. The fourth chapter illustrates China petroleum overseas development status and Capacity Analysis, through three oil major companies’overseas resource acquisition and the introduction of the development offshore and overseas development strategy and problems. The fifth chapter, bases on the both domestic and international analysis in Chapter Four, it describes the main factors impacting oil development overseas. The sixth chapter uses the analytic hierarchy process (AHP) method to construct the evaluation index system of offshore oil development, thereby to determine the weight of the index system. Chapter Seven analysis and evaluates the six areas’offshore development and development prospects, selected Middle East, Central Asia - Russia, South America and three regions as a key development areas, the secondary development region is African, Asia-Pacific, North America is a limited area.The article establishes the evaluation system of offshore oil development prospects and gives empirical regional analysis to identify shortcomings in overseas development, and put forward decision making basis for improving China’s ability to obtain foreign resources. Through the improvement of government management mechanism and the enhancement of their development capacity overseas, China can expand the scale of offshore development, and obtain sufficient foreign oil resources stability, achieve the aim of protecting oil resources safety.
