But the truth is that all the electric trading systems in our country ’s electric market is basically based on the principle of national unity grid construction. The existence of diffenences between the system above and settlement management system in the level of City Electric Power System, makes it impossible to use the system referenced above directly.In order to supplem ent the provincial network billing system, it is necessary to make a personalized development based on the city of small plant-specific effective energy data, price data and network losses, adjusting instruction scheduling, en ergy management system, operational data, as well as market players running state assessment data and market operations, etc.In this paper, the implementation of the system has been s ettled according to the specific characteristics of City Electric Power Plant and custom ers in sm all scale, combined with the an alysis of architectures of power a nd electricity trading and settlement systems, billing m odel, settlement algorithms and research for related technologies.This system is designed by us ing Flex3 and J2 EE m ulti-tier architecture, and the entire system can be logically differentiated into the application layer, business service layer, and data service layer.The system is developed by using Oracle 9i as the database server, the national network of ICT YiLi of Technology Co., Ltd. of EIC platform as a developm ent platform, and JA VA language.The City Electric Power settlement management system implemented in this paper runs on Windows2000 / 2003 operating systems, and runs well in laboratory tests.The implementation and design of Elect ric Power Bureau m anagement system, achieves the management of paperless in the area of settlement system and also provide data supports for the realizat ion of intelligent business decisions and analysis. It improves the whole lev el of Fujian Province in elec tricity intensive settlement and norms, as well as the management and efficiency.The system will be regarded as the the important way to analyze the situations of implementations on purchase contract and structures of electricity purchasing after it is compeletly established. It will make the transition between different departments smoothly. As a consequence, daily data collection and processing operations will be completed much faster, more efficient and easier, which will improve the efficiency of electricity trading and settlement business, as well as the levels of customer service. |
