In 21 st century, Xinjiang rural credit cooperatives as the fastest-growing local bank, plays an impotant role in the local economic development, is the main force of local agriculture in xinjiang. The manual calculation is lagging, complexity, fallibility, inefficiency and has other shortcomings. The above drawbacks lead to the redundancy of the data, the low utilization of the resource, the low accuracy of the data in Xinjang rual credit coopertives. In order to improve the service quality of Xinjiang rural credit cooperatives and enhance its work efficiency, Xinjiang rural credit cooperatives must be introduce advanced management platform and means urgently.Reimbursement management system implemented in this paper is helpful to improve the quality of user management servce, reimbursement accounting service, and payroll service in Xinjiang rural credit cooperatives. Reimbursement management system using B/S architecture, visual process definition, can improve the accuracy of the decision, the efficiency of work, and the level of management. On the other hand, Reimbursement management is in order to simplify enterprise financial management processes, reduce the risk of errors in the financial management process, and reduce the working time of employees. This design is realized by using Visual C++ and ORACLE11 g tools to complete, and the environment in this paper is single. We use MFC to connect to the database, and the user-friendly interface which designed by us is simple, easy to use. The main functions of the system is login management, user management, payroll management, expense reimbursement management, the approval management of the reimbursement, feedback management, the query management of the schedule and the operations such as add records, delete records, query records, modify records etc. in each module.At last, this paper makes a functional testing and a performance testing for our system. The tools used by functional testing are Nunit and IE8. On the other hand, the tool used by performance testing is Loadrunner. The results of the functional testing show that the system can run steady and the first loading time of customer is big than the second loading time. The responding times of the operations such as add records, delete records, or modfy recods is closely in each module. The reference indicators in performance testing are the usage of CPU, the usage of the virtual memory, the usage of the memory, the usage of disk, the hit rate of the data buffer, the response time of the database, the throughput of the system. The cpu which used in test environment is Intel E2160 1.8GHz and the memory space is 4GB. The each index in system is normal when the number of users is less than 100, and the response time is fast, but the response time is becoming slow when the user number is more than 150.
