Design And Realization Of Real-time Medicare Off Site Fees Settlement System In Changhai Hospital

Recently, problems of medicare off site fees settlement for patients rise along with the increasing of floating people. It’s an important move related to people’s live-hood to achieve real-time medicare off site fees settlement to serve the patients. In response to national policy, nationwide designated medicare hospitals have made many attempts to improve that. Changhai hospital has cooperated with several medicare hospitals off site on real-time fees settlement. The significance of achieving real-time medicare off site fees settlement is obvious. However, it’s still a great challenge to transform HIS (Hospital Information System).This study is based on information technology of medicare off site of Changhai hospital. First, this study has listed current situation and challenges in real-time medicare off site fees settlement, then investigated previously problems of real-time medicare off site fees settlement with Dafeng. After exploring the feasibility and business needs, this study briefly summarized new techniques and HIS transformation measures applied in real-time medicare off site fees settlement, which was called Changhai Hospital Standardization Model for medicare off site fees settlement. This model is more active and has good reusability, low coupling coefficient, and low maintenance costs. Then, this study has made an overall design on system and network framework, process of management, business, function and data, and has expounded scheme and design of data base. After that, this study has described interfaces of that standardization model and transformation measures and programmes related to that. Finally, this study has made an effect evaluation about the standardization model based on new techniques, then summarized the whole research and made a prospect of future development.
