Building an evaluation system contains two parts:(1) determine the investment evaluation index project (2) determine the evaluation method which is applicable to digital publishing industry.In the review of previous literature and analyzing the characteristics of the digital publishing industry. The evaluation index is divided into income-related indicators and risk-associated indicators, evaluating digital publishing company from 6 level such as basic situation of enterprises, business products, financial status and copyright trade risk, technology risk, market risk respectively. Considering the development of risk investment in china, this paper selects the brainstorming method to evaluate enterprise investment value. Build an evaluation system balance with the development of digital publishing industry.This paper adopted the research methods of case analysis, use the evaluation system of digital publishing industry to evaluation of digital publishing firm Beijing CY technology company. Through the process of case analysis, demonstrate the application of the evaluation system. According to the index system, this paper analyzed six aspects of Beijing CY technology company, identify competitiveness and risk of this company. After that use the brainstorming evaluation method to make investment decisions, and the specific investment scheme is given. Case analysis and decision-making give reference for risk investment institutions which want to invest digital publishing enterprise in the future, the paper has a certain practical significance.
