The rAPId development of internet service has a great influence on all walks oflife. Its convenience and efficiency have attracted lots of attentions from applicationsoftware designers.WEB-based governmental working platform and service platform are importantparts in informationalization and networking construction. The platforms provideconvenient and reliable service for government and help to reduce the pressure of it.The Bureau of Inner Mongolia Autonomous Region’s Coal Resources is themain authority of coal resources management. With the enlarging business scope andincreasing business number, How to improve the management on coal resources andprovide better services for coal enterprises are the main concern of the authority.To improve the service quality and efficiency, the paper employed thetechnology of C#and ORACLE to design and implement a monitoring platform forInner Mongolia Autonomous Region’s Coal Resources, which is based on thebusiness need of the authority.The main work is as following:1.Designed and implemented business management subsystem to completefunctions of application, approval and management on the information of coalenterprise. The application of the system makes it possible to deal with the businesson the internet and, as a result, to improve the efficiency and quality of the businesshandling.2.Designed and implemented the document management subsystem to completethe management on the bureau of internal documents. The system can achieve thefunctions of drafting, approving and sending. It can also realize the customization onthe bureau’s business process and, as a result, promoted the management ability.3.Designed and implemented data analysis subsystem to analyze the coalresource data and enterprise production data. It can conduct the data analysis and data management on demand. It can also achieve the management functions of thewhole platform which can manage the users and their rights.4.Conducted strict test on the platform. Designed scientific and reasonable testscheme and employed strict testing process and method. The test results showed thatthe platform is reliable and useful. All of its functions can meet the needs of thebureau perfectly.The construction of the project followed the requirements of softwareEngineering standards and users. It went through four working processes of demandanalysis, overall design, concrete design and test. It can ensure the reliability andrationality of system functions and performances. At present, the platform has beenput into use in the bureau and ran smoothly. It has achieved the expected design goal.
