With the development of the national economy, the contradiction between economic and social development of the coastal areas and the protection of the marine environment has become increasingly prominent, the marine ecological environment pressure becomes more and more big, is also declining resources and environment carrying capacity, environmental and ecological problems have become increasingly prominent, such as coastal pollution of local waters serious, marine ecological function of the continued degradation of heavy metal pollution, red tide, overflow, the risk of oil and other environmental emergencies increased significantly, marine environmental protection work is facing double pressure of the stock of pollution control and prevention and control of pollution of the marine environment of increment, the situation is grim. Marine ecological red line areas therefore establish the information management system is very necessary.The use of software engineering technology, database technology, a variety of programming languages, spatial data mining technology and geographic information system realizes the marine ecological red line areas management system, the specific work is as follows:according to the actual demand of marine ecological red line areas, established a physical structure diagram and functional diagram of the system; the establishment of digitalization, visualization, immediately to the ocean information application of management information system for the red zone driven, including design and implementation of the function of geographic information such as bookmarks; use of spatial data mining techniques, such as spatial outlier data mining algorithm can achieve some outlier detection, better guide the practice.Marine ecological red line areas management system is created in this paper, the running results show that the system has achieved the desired objective, which can be extended safety, good good, may be visually efficient query and analysis functions, detection and spatial outlier data points, improve the information management level of marine ecological red line areas. Have good service supporting effect on operation center.
