| When grouping the emergency rescue personnel, it’s necessary to divide them into group based on the different characteristics of the rescue missions in order to make the best use of everything. In the traditional emergency rescue process, it is direct to put the temporarily mobilized personnel into the emergency rescue. This non-professional rescue way plays a certain effect in not particularly serious emergency. However, with the development of science and technology, the emergency event itself has new features, such as the urban high-rise building fire rescue. The fire development of high-rise building has its own characteristics, while the general firefighting equipment cannot deal with the challenges of high-rise building fire rescue. To meet the new situation of emergency rescue, a large number of high-tech rescue equipment should be applied. This requires higher demand on the equipment users, for they cannot grasp the corresponding technology in a short time. For this reason, we have to find some new ways for emergency rescue workers to, improve rescue effect and reduce loss of life and property. Therefore, how to solve the problem of emergency rescue workers grouping has a definite academic research value and practical significance. This paper conducts an in-depth study on emergency rescue personnel grouping problem based on summarizing and analyzing the material and personnel grouping. It mainly carries out the research in the following aspects:(1) it refines the emergency rescue personnel grouping problems. To better study the emergency rescue personnel grouping problem, this paper deeply analyzes the characteristics of the incidents and refines the rescue personnel grouping problem on the basis of the analysis.(2) It presents a rescue personnel grouping method which does not consider the wishes of rescue workers. It determines the evaluation criteria of the emergency rescue mission on the ability of rescue personnel, and accordingly establishes the multi-criteria evaluation matrix on the rescue missions to rescue personnel. Further, it builds the multi-objective optimization model considering the satisfaction of the rescue missions to rescue personnel. And the multi-objective optimization model will be transformed into the assignment problem, and get the optimal personnel grouping strategy through model solution.(3) It presents rescue personnel method which considers the wishes of rescue workers, and gives application examples. Calculated the satisfaction of the rescue mission to the rescue personnel and the rescue personnel to the rescue mission, it constructs a matching efficiency matrix. According to the efficiency matrix, it establishes a multi-objective optimization model and transforms the model into the assignment problem; finally get the optimal grouping strategy through model solution.The emergency rescue personnel grouping method, carried out in the paper, enrich and perfect the relevant theories and methods. It also solves the problem of how to adjust the rescue personnel grouping to improve the rescue effect. And this method has a good guidance and reference significance for the fire rescue, earthquake relief and other practical issues. |
