A Study On Improving The Emergency Management Mechanism Of Rural Public Emergencies

The rural public emergency is a series of social political and economicphenomenon that caused a serious damage to the social security, political stability andthe sustainable development of economic in rural areas. It is the result of theparadoxical movement that unable to meet the rural, s diversified requirements in thelong-term process of economic development of the rural society. Since the21stcentury, a variety of public emergencies occur frequently in rural areas, have a seriousinfluence of the rural on the economic, social and political system, and make a seriousthreat to the stability and development of the rural society. Therefore, in thebackground of our social and economic transition and deepening reform, it has animportant theoretical and practical significance to research the emergencymanagement mechanism of our rural public emergency. This paper includes four parts:the first part is introduction, discusses mainly the research background andsignificance, study status at home and abroad on this topic, research methods andideas. The second part is the foundation theory of the public emergency managementin rural, introduces mainly the connotation, types and characteristics of the ruralpublic emergency, discusses the basic components of the emergency managementmechanism of our rural public emergency. The third part is the status analysis to theemergent management mechanism of our rural public emergency, introduces mainlythe preliminary achievements of our rural emergent management, analyzes theproblems of the emergent management mechanism from the contingency plan system,emergent handling, monitoring and early warning mechanism and informationcommunication mechanism etc. and researches the mainly reasons of these problemsfrom the awareness of crisis management, the construction of infrastructure,information sharing mechanism, and the coordination of linkage mechanism.Combined with the actual situation of our rural areas, aiming at these problems, thefourth part puts forward a series of scientific and feasible measures to perfect theemergent management mechanism of our rural public emergency, from the precautionmechanism, the monitoring and early warning mechanism, the mechanism ofinformation sharing and the coordination linkage mechanism etc.
