In recent years, people’s needs for health services are increasing with the increase of world population and rapid development of economy. As health services are closely bound up with people’s health, the government pays more attention to health services. The percentage of health expenditure accounting for gross domestic product (GDP) has also a large degree of improvement.Above all of these stimulus rapid development of health industry, which is opportunity for health industry. However, opportunities and challenges exist all at once. Health industry is also faced with problems of resource limits, costs uncertainty risk, poor management and unfair resource allocation, which are grand challenges of health industry. Facing all kinds of challenges, many decision makers have to consider how to increase and improve the efficiency of health system.The Hospital Authority (HA) is major health system of the Hong Kong. It is responsible for managing all public hospitals and clinics in Hong Kong. The HA’ management and distribution system have effect on the efficiency of its hospital clusters and hospital. However, the Hong Kong medical legislative committee reports that the HA still exist problems of unfair resource allocation and poor management, which lead to low efficiency of its hospital clusters and hospital and low degree of satisfaction for patients. Moreover, the HA is also faced with the contradiction of resource limits and demand growth. So it is important to control health system costs and improve health system efficiency under ensuring quality of service for HA decision makers.In view of HA existing problems, this paper employs Data Envelopment Analysis (DEA) method to evaluate the efficiency of seven hospital clusters and public hospitals managed by seven hospital clusters based on the perspective of efficiency. We prove that the HA indeed exist problems of unfair resource allocation and poor management. To improve the present situation of HA and increase its efficiency, this paper proposes an improvement program based on original program and HA existing problems. And we also prove that improvement program is superior, reasonable and feasible by example. Results find that improvement program can increase three efficiency values of hospital clusters. The improvement program makes some inefficient hospital clusters being efficient and other inefficient hospital clusters efficiency being increased. The improvement program can propose some instructive suggestion.
