Collaborative Analysis Of Health Resources Distribution In Our Country In The Perspective Of Public Finance

As always, most of the analysis regarding the health resources distribution isfocus on the justification and efficiency, lacking the research on the coordinationdevelopment of the health resources. What is the situation about the health resourcesin our country? What is the nature of the coordination? How to promote thecoordination development of the health resources? This paper will focus on andaddress these questions.Firstly，this article defines health resources, this paper introduces the concept ofcoordination into health resources distribution and establishes the allocation of healthresources coordination system. Secondly, with the help of a number of medicalinstitutions, health technical personnel number, number of beds, and Gini coefficientto measure the overall quantity and distribution of health resources in our country. Atlast, the author builds the coordination measure system, which divided the healthresources distribution into four subsystems: input, security, payment and efficiency.By choosing the related indicators of every subsystem, the time series data during2007to2011,is used for the empirical analysis of the coordination degree.The research results indicate that: In the international comparison, the overallquantity of health resources in our country seems fine, however, the per capitapossession are lower than the world average level; at the mean time, the distributionof the health resources between the provinces shows a significant difference. Usingthe Gini coefficient by calculating the equalization level of health resources in ourcountry during2007to2011, the result illustrates that the Gini coeffi cient is small bythe province, but after subdividing material resource, the Gini coefficient is big. Theoverall coordination degree of the county attained the low state of payment andefficiency driving by the input and security. In the three part, the west part has thehighest coordination degree. Hence, we can conclude that based on the conception ofcoordination system, facilitating the coordination degree of health resourcesdistribution need focus on the input and efficiency.In the end, based on the empirical analysis results, this paper mak es somesuggestions on how to enhance the coordination degree of health resourcesdistribution in our country, including clearing synergistic function of health resourceallocation from the perspective of public finance, playing the role of financial leverage funding, improving the fiscal transfer payment system of the governmentfinancial and establishing the public coordination information system, etc.
