As an important engine of national economic growth, safety problems of construction enterprises have been increasingly prominent with vigorous development, which have become the focus of relevant stakeholders. Safety is the most fundamental and significant lifeline of construction enterprises and the safety responsibility is weightier than Mount Tai. Although some construction enterprises more or less invest funds and resources in construction safety, there are still phenomena that one-sided pursuit of short construction period, low cost and high profit. Some construction enterprises lack the awareness and ignore reasonable structure and sufficient intensity of safety investment, which have led to serious and major security incidents and caused large casualties and wealth losses, and then serious safety situation has emerged. Therefore, probing into the structure rationality of safety investment in construction enterprises has positive and practical significance to decrease accidents risks, improve safety production assurance and ensure effective safety investment.Based on the domestic-foreign research status and related theories such as safety engineering, safety economics and project management, this paper clarified the concept, features, categories, influencing factors and related theories of safety investment. According to the causes analysis of safety accidents and safety investment evaluation indexes classification of relevant scholars, this paper established targeted, comprehensive and hierarchical safety investment evaluation indexes system with its specific scientific connotation through collecting, summarizing and integrating relevant research results. Introducing relevance degree thought, the safety investment weighted relevance degree model was built and weight matrix was proposed to give index weight, which ensured accurate and scientific ranking results of weighted relevance degree. Then the dynamic optimization control method was put forward to adjust safety investment proportion; Introducing grey prediction theory, the safety investment total quantity prediction model was built to quantitatively predict overall trend of safety investment in the future. And then the reasonable intensity allocation method was proposed. The future prediction sub-investment amount was obtained by intensity correction value added optimized investment amount, which got by safety investment amount multiplied dynamic optimization proportion. Finally, an application example was given.
