Developing nuclear power safely and efficiently is an important national energy strategy. In order to meet which the economic growth of Liaoning Province demand for electricity, optimize the structure of northeast power network, promote the development of Chinese nuclear power and the rejuvenation of the northeast old industrial base.Liaoning Hongyanhe Nuclear Power Co.(LHNP), Ltd has been started to construct. In order to solve the problem that poor operation flexibility of LHNP, and improve the economic benefit of power plant, LHNP plans to implement "long period of refueling renovation project", for which the main indicators will be reach to the international advanced level in short time. The technical and economic evaluation of the project is necessary in order to reasonably plan the renovation project.This paper introduces the domestic and foreign actuality of fuel management mode. By the analysis of the initial fuel management scheme of LHNP, the environment of external power network and the requirements of internal technical and economical indicators, there is a necessity to analyze the improved fuel management strategy of LHNP, and it puts forward several feasible technology schemes. Based on analyzing the improved project scheme of the fuel management, according to the actually information of the project, using the related theories and methods of the project’s demonstration and evaluation, assess the technical demonstration and financial evaluation of the project. Technical assessment results show that, the first fuel management strategy of LHNP for improvement is necessary. In consideration of the fuel economy in nuclear power plant, the group reactors overhaul arrangement, the capacity of adapting to power network. Both 18 months refueling scheme which alternates 17 months with 19 months and 16 months refueling scheme which alternates 15.5 months with 17 months can meet the main technical indicators of the improved fuel management strategy of LHNP. Economic evaluation results further show that, both 17/19 and 15.5/15.5/17 months refueling scheme are feasible in economy, the 17/19 months refueling scheme gains better economic efficiency than 15.5/15.5/17 months’.This paper puts forward steps and methods of improved fuel management strategy in nuclear power plant, it also has certain reference significance for the research and selection scheme of the improved project of fuel management in the similar nuclear power plant.
