With the rapid development process of china urbanization and motorization, urban traffic congestion has become a widespread problem plagueding major cities. Because rail transit has many advantages such as small areas, low energy consumption, low pollution, large passenger capacity, less time consuming, etc, so widely recognized by all countries of the world. Meanwhile, bus can effectively compensate for deficiencies of rail transit station low density, not high accessibility, etc. Then bus can quickly concentrate and evacuate rail transit station passenger. Therefore, the world’s major cities build "seamless" connection public transport system of rail transit and bus, as an effective measure to ease urban traffic congestion. At the same time, our country is short of assessment of urban rail transit and bus connection merits relevant laws, regulations and technical standards. Therefore, urban rail transit and bus seamless connection evaluation study is necessary.This paper introduces low-carbon angle characteristic which enrich the relations analysis of above two. Rail transit and bus build index system seamlessly from multi-objective, multi-angle, which develop innovative evaluation method. Specifically from the following three aspects:①The carbon incorporates into the traffic characteristics of urban rail and bus analysis, which combines with the traditional characteristics of the level of the characteristics of both a comprehensive comparison, at the same time, from a macro and micro level describes their relationship. Based on the above analysis, the concept of urban rail transit and bus seamless connection, content, features, principles, conditions and layout patterns were analyzed.②"Low-carbon, economy, smooth, safe" as the goal, from the distribution, collaboration, service, organization and development of the five ability which are based on transport capacity and efficiency to build rail transit and bus seamless connection primary target group. The ISM structural analysis model is used to filtrate primary target group. Finally, it obtains12indicators of five ability rail and bus seamless indicator system.③It is based on analysis of the merits of the traditional evaluation methods, which first introduces nonlinear fuzzy comprehensive evaluation method in traffic evaluation, and it makes multi-stage expansion of the method, which combine with the scale cloud model AHP judgment matrix weight indicator determination method. It builds urban rail transit and bus seamless connection multi-level fuzzy non-linear comprehensive evaluation model based on cloud model AHP judgment matrix scale.Finally, the thesis takes Si Gongli of Chongqing Rail transit as an example, which were analyzed and calculated. The calculation results are single indicator and combination indicators sensitivity analysis. Pointed out that the transfer station should be improved by shortening the transfer distance. The calculated example verify the scientific and rational approach. This article study not only has a guiding role in rail transit and bus connection planning and construction, but also enriches the field of seamless theory.
