The construction and development of cigarette sales network of China’s tobaccoindustry can be divided into three stages during the past ten years. The first stage, inwhich the main task was to promote Shanghai model while the principal work in thesecond stage, was to improve overall operation efficiency. The last three years,, sawthe focus being shifted to innovation, in which the whole industry took Xuzhou,Lanzhou and Liuzhou work conferences as opportunity and made innovation inoperating model, work style and network function.During the past ten years, cigarette sales network of the industry experienced aprocess from limited areas to the whole country and from east to west as well as fromurban to rural regions. In terms of operation, the industry has experienced promotionfrom initial implementation to constant innovation and from construction to eventualutility. The construction and development of cigarette sales network is a process ofexploration, high-quality advancement as well as a process of constant improvementand innovation.To make construction and development of cigarette sales network the mostoutstanding linkage throughout the A Company in terms of management, needs toadhere to the requirement of “modern, economical, appropriate and efficient”, and totreat technology and innovation as drive and construct technology and science at evenhigher level. A also needs to promote construction of fine customer-management andstick to supply chain management.So,while implementing “Upgrading Cigarette Production” strategy andpromoting the target, both commercial and industrial enterprises are becoming morecapable of fostering renowned brands. Facing changing environment, how would ACompany realize new breakthroughs. This issue’s Market will provide in-depthanalysis. This paper proposed the management way: maintaining the system by targets, administrating the organization by processes, managing the process byinformation, governing the primary-level by standards, achieving improvement bycontinuous efforts.
