In recent years, with the rapid development of e-commerce, the informatization level of enterprise becomes more and more deep, the data amount becomes more and more huge, but the contents management processing efficiency are seriously inadequate low. The scarcity of enterprise content management processing capacity and the rapid grouth of enterprise business data amount has become the serious contradiction which needs to be resolved. In order to solve this conflict, enabling the enterprises to fully utilize the amounts of data resources better, not burden, content management system appeared. Content management system is a platform which can provide good information management, publishing contents to intranet and internet. Because content management system can effectively support the huge and complex information processing, can provide a series of functions such as information collection, digitization, management, query and so on to make vast amounts of information can be utilize more fully, the content management system is used in a wide range.Based on the analysis of the content management systems research status and development trends, designed and implemented an efficient and has a good user experience, XML-based multi-site content management system by J2EE technology. In this paper, I analysised the functional requirements of the content management system and the non-functional requirements of the system such as the system control permissions between the different roles and the system interfaces. According to results of requirement analysis, this paper gives a viable and efficient content management system design and implement, which focuses on the authoritlize management, workflow definitions, template management and content publishing four core functional module design and implementation of the content management system.The system test was executed, while the implementation phase has been finished. A series of test methods were taken in the test phase to find and fix the problems hidden in the system.When all the test cases were passed, the system begun to go live in production environment. The result shows that the web content management system has made tremendous contributions to the contents management job of the company. By this system, it is possible to manage the content for all of the company’s websites, reduce the resources invested in content management, save business expenses. And at the same time, the web content management efficiency and user experience has been greatly improved.
