1The research background and significanceAs the main reserve force of the socialist modernization construction, college students’ overall quality will directly affect the success of the cause of socialism with Chinese characteristics. The student affairs are just to serve the educational goals of cultivating overall developed talents.In recent years, the content of student affairs in colleges and universities are richer and richer and tremendous changes have happened both in form and quality. With the responsibility and significance of the students affairs are becoming increasingly important, the party and the country paid an unprecedented attention on student affairs, especially the "Some Opinions of Ministry of Education on Further Strengthening the Construction of Ideological and Political Work Team for College Students "," Opinions of the CPC Central Committee and the State Council on Further Strengthening and Improving Ideological and Political Education of College Students "," Opinions of the Ministry of Education to Strengthen the Construction of College Counselor Work Team " and other documents were promulgated and implemented, showing the position and function of university student affairs are becoming more and more important and the social demands for the team is higher and higher.In recent years, the content of student affairs in colleges and universities are richer and richer and tremendous changes have happened both in form and quality. With the responsibility and significance of the students affairs are becoming increasingly important, the party and the country paid an unprecedented attention on student affairs, especially the "Some Opinions of Ministry of Education on Further Strengthening the Construction of Ideological and Political Work Team for College Students "," Opinions of the CPC Central Committee and the State Council on Further Strengthening and Improving Ideological and Political Education of College Students "," Opinions of the Ministry of Education to Strengthen the Construction of College Counselor Work Team " and other documents were promulgated and implemented, showing the position and function of university student affairs are becoming more and more important and the social demands for the team is higher and higher.As the front line workers for student affairs, college counselors are the backbone of ideological and political education and the guider and leader for college students during their growth. College counselors who bear important responsibilities of cultivating and educating people are the enforcer of students’ ideological and political education. They spread the advanced idea and scientific theory to students, guiding students to make the correct choice from many social thoughts and ideologies and helping them solve then-practical difficulties encountered in their learning and life.Whether College Students’ ideological and political education can be further strengthened and improved and college students can growth healthily, one of the critical factors is to build a high level of counselor team.However, the structure, quality and ability of the current counselors can’t bear the duties assigned by the whole state and local administrative departments of education. The construction and development of counselors encountered many difficulties which attracted much attention of educational administration at all levels, and became one of the hot problems of higher education management and reform.As a special education teaching team in Colleges and universities, how to effectively develop and manage counselors, guide them get efficient performance is related to both the popularization of higher education and the growth and mature of college students, so its important status in universities and the society is self-evident.Therefore, strengthen the management of counselor team construction, explore effective measures and deal with the problems and dilemma in construction management process are currently an urgent and practical topic. This survey based on the development of counselor team construction of ordinary undergraduate colleges and universities. It found out the existing problems, analyzed their causes, put forward the countermeasures to solve the problems, and strived to make contributions to the construction of a professional and high-level counselor team.2Research ObjectivesFrom document research, policy analysis, comparative study and summary, this paper analyzed the theories, policies, and experience of the construction of college counselors team, summarized the theories and experience, lessons and inspirations of the construction of college counselor team and analyzed the current situation of college counselors Team. This study revealed the main problems existing in the construction of college counselor team and looked for direction for promoting the construction of college counselor team. This study explored the feasible strategies to promote the construction of college counselor team and we hope that this research can enrich the university counselor team construction theory and provide a reference for improving the effectiveness of college counselor team construction.3Research SubjectsThe survey data of his paper were mainly from the following three parts:(1) One Medical University (Code:A University) counselors. Based on the interviews, we made the draft questionnaire and carried on the pilot study. After analyzing the pilot study results and modifying the draft questionnaire, the formal questionnaire was formed. According to the interview and the investigation, the enthusiasm and interest of full-time counselors to fill out the questionnaire were quite different. Interview and questionnaire quality showed parts of full-time counselor were reluctant to participate in the survey. In order to improve the validity of the questionnaire, we requested the assist of the Department of Student Affairs. Before the formal investigation, we seek opinions whether they were willing to participate in, and then the questionnaires were gone out. The final45counselors were in favor of us, accounting for62.5%of the total number of school counselors.(2) The counselors who participated in the "Third Session of Guangdong College Counselors Occupation Ability Training and Competition" are all the elites, namely the outstanding counselor group. Competition was held at the A University. Taking this opportunity, when we investigated counselors in A university, we enhanced the publicity in the contest and also let the voluntary counselor to fill out our questionnaire. These data of this part were used for reference and comparison with A university.(3) Counselors from4other medical colleges, one medical college (Code:B University), one university of traditional Chinese medicine in Guangzhou (Code:C University), one medicine college in Guangdong Province (Code:D University), one medical college in Guangdong Province (Code:E University). This part was to pick out counselors from4universities with relationship and made a random sample of20%counselors to fill in the questionnaires. The data of this part were used for reference and comparison with A university.4Research MethodsIn this study, document research, interview, questionnaire and other methods were applied. Based on a large amount of literature and policies and regulations, this paper was made through qualitative study from many aspects and angles, which included document research, country comparison, summary extraction; the questionnaire was designed on the basis of understanding the situation of counselors through interviews; questionnaire survey and statistical analysis were used to make further positive analysis to obtain the degrees of identity of different groups and to understand their cognitive difference between different groups.5Research Results5.1The current situation of counselor team in A universityThe composition of Counselors structure of A University:male35.6%, female64.4%; age below30accounted for46.7%,30-40years old accounted for46.6%, above40years accounted for6.7%; married accounted for44.4%, unmarried accounted for55.6%; undergraduate31.1%, master68.9%; no titles accounted for71.1%, assistant accounted for17.8%, lecturer accounted for11.1%; clerk accounted for22.2%, staff member accounted for33.3%, director/deputy director accounted for34.5%, middle-level official accounted for8.9%; income below3999yuan accounted for15.6%,4000-5999yuan accounted for55.6%, above6000yuan28.9%; the number of the student they in charge below200accounted for13.3%, more than200people accounted for86.7%;3years work experience accounted for44.4%,3-8years accounted for28.9%, above8years accounted for26.6%.Current situation of the A university are following:harmonious interpersonal relationship, accurate self positioning, high responsibility for the student affairs, high self efficacy, low job satisfaction, moderate occupation identity, heavy workload, high work pressure and so on. 5.2The contradiction and the conflict in the construction of counselors teamThe3aspects of the contradiction and the conflict in the construction of counselors are following:(1) The knowledge structure, ability and quality of counselors don’t match with work requirements including the unreasonable knowledge structure due to the unreasonable professional structure; the poor professional ability due to the younger which can’t adapt to the requirements of the work.(2) Their treatment and development don’t match with their psychological expectations including counselors with high level of education have high expectations for salary and have high expectations for the future, but there is a gap between the reality and their expectations.(3) Counselor training does not match with counselor team development including little training time, few training opportunities, lack of self cultivation time due to busy work, lack professional support for their development.5.3The major issues and reasons in the construction of counselor team of A universityThe major problems of counselor team are limited counselors, unreasonable structure, inaccurate self positioning, unclear responsibility and lack of stability.The major reasons are following:colleges and universities didn’t pay enough attention on them and management mechanism was inadequate.5.4Put forward strategies and advice for the improvement of the counselors team construction of A universityPut forward the7main strategies to strengthen A university counselor team construction:(1) Solving "imbalance between supply and demand" of counselor(2) Improving college counselor competency and meet the need of students (3) Taking effective measures to optimize the compensation structure.(4) Establishing a high standard for college counselor entry system to ensure the team of high quality from the "entrance".(5) Establishing of professional counselors cultivation mechanism via "classroompractice" and "research and innovation".(6) Establishing a performance oriented and performance related comprehensive evaluation mechanism.(7) Coordinating internal resources, expanding the space for development and promoting the sustainable development of counselor team.6Characteristic and innovation of the research(1)This study took the full-time counselors of A Medical University as an example and carried on theory discussion and questionnaire survey to make a comprehensive analysis of the present situation, problems and countermeasures on construction of full-time counselors.(2) This study took the advantage of resource to interview and to study the counselors, the data from other4universities, which enriched the data for study, provided a reference for comparative analysis and facilitated the analysis of the actual situation of A university.
