The amount of private vehicles increases sharply along with rapid development of economic and considerable improvement of life quality. It keeps continuously worsening traffic conditions, decreasing traffic efficiency and increasing time and money loss, which leads to more serious traffic congestion and environment problems. The traffic problem has become one of the major bottlenecks that restrict the city’s development. ITS (Intelligent Transportation System) is proposed to be applied to the whole traffic management system. In order to increase the conversion rate of traffic guidance information, which is defined as the ratio of executed guidance information, some policy mechanisms to achieve changes in traffic behavior are proposed, including congestion charging system.In this paper, we design and implement a kind of intelligent traffic guidance system based on pricing model and toll collection policy according to theory analysis and practice design. In the theory part we introduce the technological base and components of ITS. In the practice part we separate ITS system into three sections: vehicle-mounted terminal, service application software and algorithm in the server side. The vehicle-mounted terminal consists of GPS/BD2navigation and location module, ARM module and GSM/GPRS communication module. Some tests and measures have been taken in Lingxi Tunnel and Jiqingshan Tunnel of Xihu District, Hangzhou. It’s proved to work better than common navigation tools. In this project we combine ArcGIS desktop, ArcGIS Server and ArcGIS network module as a platform and provide a lot of service about traffic guidance. In addition, we assess the basic traffic conditions of Shanghai in detail based on the taxis’GPS data in Shanghai. Finally, we design and implement the pricing model and additionally take some simulative experiments with the help of toll collection algorithm. As a result, it’s proved to work effectively and is able to reduce the burden of road network.
