The continuous development of China’s large and medium-sized cities causes continualpressure to traffic in city road. The growth of urban vehicles population leads up to theoriginal road transport capacity becoming saturated and aggravated traffic congestion. Mostcities invest in public transportation projects actively in order to improve the trafficcongestion situation and constitute a new transportation network. Urban rail transit has someadvantages of large volume, high direct, short time and so on, other public transport doesn’thave these feathers.Generally, the line and site urban rail transit set in the city’s busy trunk roads. During theconstruction of urban rail transit, the project effects the ground transportation tremendouslyand leads traffic jams in intersection and road sections easily to the construction area. Thiswill not only cause inconvenience to the residents travel, but also affect the constructionschedule and urban road traffic for a long time. Therefore, planning traffic organizationprograms rationally have important significance to the smooth flow of rail traffic during theconstruction of the road traffic.The article first summarizes the research scholars on the city roads traffic duringconstruction organization, analysis some traffic characteristics just like regional roads, trafficflow, and personnel safety and determines the traffic impact range during construction.Considering the principles of traffic organization, it proposes traffic organization andoptimization measures in construction area and the influence of the construction zone. Theoptimization program in construction area mainly considers from methods of constructionsigns and markings, personnel security and the influence of the construction area considersfrom traffic flow, bus lines road network remediation and so on.Next, it researches the macro and micro simulation method combination TransCAD andVISSIM software to adapt for the traffic organization in construction area. Then it analyzesand evaluates of various traffic organization programs to determine the optimal solution of thetraffic organization during construction.Finally, it takes Lanzhou Rail Transit Line1project construction in Lanzhou WestStation area for an example to analysis traffic situation, put forward the traffic organizationplan, and make simulation and evaluation for the traffic organization. It makes acomprehensive evaluation in point and line indicators from the average speed of road network,the average delay; saturation and travel time in major road, average queue length ofintersection and delay of intersection. It obtains a traffic organization plan of Lanzhou WestStation Cross finally. The results show that the optimization program the traffic constructionorganization is reasonably and the rail transit project during the construction of the urban roadtraffic organization could be feasibility.
