Nowadays, there are over250million manufacturing enterprises inland, in which SMEs accounted for more than90%. These SMEs lack of funds, technology and human resources in building information foundation. So their information technology foundations are weak. At the same time, these SMEs have great similarities but are independent of each other in material procurement. So there exists a lot of profitable mutual cooperation opportunities. Based on the background, this paper presents the SaaS-based e-procurement platform to support SMEs’ procurement business. It will help them to reduce costs, improve efficiency and increase flexibility in the procurement process.Compared with traditional software, the greatest feature of SaaS application is to support for multi-tenant, that is, a large number of tenants to share a running instance in the meantime. Therefore, it will inevitably produce some new challenges, in which data and business logic configuration are two main problems.First of all, this paper describes the current SaaS model research development status and the rules engine-Drools. Then this paper does some work on the two key issues. First, this paper analyzes the three common multi-tenant data model and designs a specific data model. In fields of business logic configuration, the paper designs and implements a configured model used of the Drools rule engine based on the bidding evaluation process scenario. Tenants configure the bidding rules according to template, then the system will convert it to the formal language which can be identified by Drools and save it in database. In the end, Drools rule engine load these drl files to score every biddings automatically. The model can meet the needs of personalized rule configuration for different procurements of different tenants.Finally, using the previously proposed methods and framework, the paper designs and implements a practical SaaS application,e-procurement platform, which indicates the research results in the article can meet the needs of the configuration of data and business logic of tenants.
