Scientific and standardized level of Human Resource Management will directly affect the competitiveness of enterprises and the implementation of business strategy. Performance management as an important part of human resource management, is concerning vital interests of staff salary level、occupation promotion and so on. With the rapid development of global informatization, the level of which in business management has been changing with each passing day and deeply affects human resource management method. In this context, e—HR (Electronic Human Resource) emerged as the times required. A notable feature of human resource management reform is paid great attention to informatization construction and Information System of human resource management has been developed, both of which play an important role in deepening the reform of human resource management and improving scientization、 regularization and infomationization of human resource management. Performance management as the key tache of human resource management directly affects the employee’s salary distribution and occupation promotion, and then affects the success or failure of the whole human resource management. Effective performance management is based on two assumptions:First. it requires advanced scientific performance management concept as guideline:Second, it requires advanced technology to realize this concept.The article thinks that performance management is a two-way communication, move in circles and continuous improvement process, which is based on modern performance management concept, and the concept is as a guide to the planning and design of Shandong Rural Credit Cooperatives performance management system. The core idea of system design is based on "A Table、A Card and A Database". We try to upgrade practicability maximumly. The article introduces the situation of Shandong rural credit cooperatives performance management system, analyses existing problems objectively, clears up system requirements, descripes relevant component design of system frame, realizes performance management system, and carries on the system test. which ensures that the system is correct、complete and excellent.
