As IP technology keeps on development, the number of Internet users are increasingrapidly. The problems of traditional broadband business model began to be graduallyexposed. A highlighted performance is the growth rate of the investment cost and operationcost is far higher than the growth rate of users. ARPU also continued to decline. Telecomoperators hope to gain higher returns by providing differentiated, rich value-added services.On the other hand, the users are not satisfied with a simple Internet page to access ordownload, but more and more expectation through network to obtain the better experience,including high quality IPTV, video chat, online games and other services. In order to bearall of these services which have different QoS demand in the single access network, thebroadband access network is requested to have the capability of effective businessidentification and isolation. VLAN technology is currently the most effective method. Butwith the massive increase of broadband users and business types, the traditional VLANtechnology cannot meet the needs of business development. QinQ technology emerge asthe times require, which can effectively expand the number of VLAN by piling up twopackage head of802.1Q in the frame of Ethernet.This paper firstly compares the traditional technique of VLAN and common QinQ andtechnical characteristic of flexible QinQ, thus flexible QinQ is determined as the mosteffective way and become the research and application base of the subject. Consequently itis elaborated how to realize the flexible QinQ mode by configurating from DSLAM to BAS(Broadband Access Server). It is network planning and design that Ji’nan Unicom appliedflexible QinQ technology in broadband metropolitan area network. It is also given that theaccess scheme of the PPPoE dial-up, soft-switching voice, as well as VPN special lineusing QinQ tunnel access, VLAN allocation principle and configuration method.Meanwhile, after Ji’nan Unicom applied QinQ, existing problems were analyzed indetail and put forward specific optimization scheme. Finally, it is discussed and plannedthat service ensure planning, QoS model and two layer QoS scheduling strategy of usingQinQ technology network.
