With the development of digital technology and Internet, many digital media resources have been produced, especially the streaming media which is suitable for the network environment has got grown geometrically. In recent years, streaming media technology has been widely used in the fields of the VOD、tele-medical care、P2P network television、real-time video conference、monitoring、remote education and so on.Streaming media is an application of multimedia resources in streaming transmission. This technology could split multimedia files into compressed media data packages, then formed a continuous, real-time data stream sent from the video server to the user terminal. Users only needed to spend a few seconds for start-up delay then they could use the decoders to play streaming multimedia files in the cache. In this way, streaming media files achieve a real-time transmission on the Internet and on-demand play. That means a great liberation for the load of users and the network. The streaming media technology applications will bring a revolutionary change on people’s learning and daily life. At the same time, how to build a reasonable model to manage the streaming media resources became a key issue.After the study of the key technology of streaming media the author classified streaming media features as two parts:the media characteristics and transmission characteristics on the basis of the similarities and differences comparison analysis between streaming media and classic multimedia. In reference to multimedia content semantics, the author use Protege to build the domain ontology and application ontology for streaming media resources to describe these two characteristics. At the same time, the author use meta-modeling method and MPEG-7standard to create a streaming media metadata set to describe the streaming media data which complete the semantization of streaming media resources initially.According to the above streaming semantic models (ontology model and meta-data model), the author proposed a three-layers operational solution. When the streaming media files pass through the conversion of the raw data layer-semantic layer-the application layer, they can be abstracted into streaming media metadata to support the streaming media resources’ collection, conversion, annotation, storage, classification, retrieval, index and publishing process. The solution program using MPEG-7standard to describe the streaming media resource made it versatile.
