This book through analysis the basic ethic of special responsibility in normal life to explain the intuition and consciousness of protect the vulnerable is always reflected in all the common sense of ethic. We have to protect all the person who are in the specific weak position as our decision and action. The responsibility of protect the vulnerable can be divided into two parts. They are personal responsibility and group responsibility. The whole society have to helping the poor and weak. We should devolopment social policy and law to guarantee against exploitation of vulneralble. This theoretical model of Robert find a basis for Western countries to build up social welfare systerms.Now China’s per capita GDP has reached the level of lower-middle-income countries. But China’s Gini coefficient was up to0.47in2009, that means we are in the critical period to establish a perfect social security systerm. To study the evolution process of political and legal thought of Westen social welfare system have great significance, which can help us to learn from the development experience of Westen welfare system and promote the healthy devolpment of china’s social security system. This article try to provide theoretical basis to strengthen the responsibility of our government in the respect of weak protection by interpreting the book of <Protecting the Vulnerable>.
