As a global activity, the International climate cooperation is preceded by all the countries in the world,which is in order to cope with the effects of climate change. Since the adoption of the United NationsFramework Convention on Climate, all the countries are(were) working hard, and finally formed thecurrent pattern of International climate cooperation after several rounds of negotiations and discussions.During this time, some individual country or group may hinder the whole cooperative process, due to thevaried interests demand from different countries and groups. Therefore, to explore what factors can leadthe International climate cooperation to “problems’’ and “breaks” in the international community has animportant realistic meaning.This paper includes three parts, the introduction, the body text and conclusion. The first part includesresearch status at home and abroad, research significance and innovation as well as the research methodsand ideas. It mainly on the review of research status, also discusses the significance and methods of thistopic, it also makes a clear ideas for this paperThe second part is the body of the paper, there’re three chapters as follows:Firstly, it reviews the cause and effect of International climate cooperation, and also discusses thecontradiction and achievement during the cooperation, such as whether to insist the principle of “commonbut differentiated responsibilities”; whether to adhere to the principle of “bipartite system”, whether tokeep the Kyoto Protocol and the transfer issues of capital and technology, etc.In the second chapter, it mainly analyzes the conference history from Copenhagen and Cancun,discusses the main reasons of “problems and breaks” in the International climate cooperation. On the one hand, developed countries repeatedly challenged the negotiation mechanism, which will lead to thesituation of "problem"; conversely, it will got gratifying progress.The last chapter discusses the Durban Conference. Firstly, it briefly discusses the process andbackground of the meeting, and then observes the focal problems and results around the DurbanConference.The conclusion is that the main cause of "problems" is some developed countries challenge theexisting system of basic negotiation, which is on the basis of varied interests from different countries andgroups. And to break this, it will need the active cooperation with the international society according to theexisting negotiation mechanism, abandon the free-rider mentality; meanwhile, some powerful countriesshould positively take on the proper responsibility. China should insist its own principals, stick to thenational development interests and space, recognize its own national identity, strengthen thecommunication with the countries all over the world, and promote the exchange between each other; whichwill ultimately help the development of International climate cooperation towards a better direction.
