Relief and pension is government’s policy to relieve disaster and reduce tax andprotect people’s living, which is strategy taken by the ancient rulers to cope with famineplague and alleviate social conflicts. With the strengthen of the governance of the QingDynasty in Tibet, the relief and pension policy in Tibet also implement and strengthen,it is an important role to ensure social stability in Tibet, largely contributed to thedevelopment of Tibetan society in the Qing Dynasty. The policy of relief and pensionwhich implemented by the central government in Tibet consolidate the unity of themotherland largely.This article studies the policy of relief and pension implemented by the centralgovernment and the Tibetan local government in Tibet, and analysis the implementationof the policy from the post-distract. On this basis, the article summarizes thecharacteristics and limitations of the policy of relief and pension in Tibet, as well as itsaffect on the relation of Sino-Tibetan. At last, the article try to describe the socialfunction of the relief and pension policy, and summing up historical experiences andlessons.
